Responding to storm No. 10: Ninh Binh proactively evacuates and relocates people from dangerous areas

According to the Ninh Binh Province Hydrometeorological Station, due to the impact of storm No. 10, from the evening of September 28 to October 1, there is a possibility of a flood with a flood amplitude of 1.5-2.5m on rivers in Ninh Binh province.

During this flood, the peak water level on Hoang Long River, Day River, Ninh Co River is at alert level 2 to alert level 3 and above alert level 3; on Dao River is at alert level 1 to alert level 2; the flood on the river rises rapidly, causing the risk of landslides and flooding along the riverbanks, mid-river flats, low-lying areas; affecting the safety of dykes and embankments at key locations, agricultural production, aquaculture and many residential areas in the locality; can endanger waterway traffic, affect people's lives and production, and threaten human lives.

To proactively respond to storms and post-storm floods, ensure absolute safety for people, and limit damage to people's and State's property, the Chairman of the Ninh Binh Provincial People's Committee requested heads of departments, branches, sectors, and units of the province; secretaries and chairmen of the People's Committees of communes and wards to continue to seriously, resolutely, and effectively implement telegrams and directives of the Prime Minister, the National Steering Committee for Civil Defense, the Ministry of Agriculture and Environment , and the Provincial People's Committee on the implementation of response to storm No. 10.

The province directed the secretaries and chairmen of the People's Committees of communes and wards to urgently organize inspections, proactively evacuate and relocate households in dangerous areas to safe places, paying special attention to places at risk of subsidence, landslides, floods, and deep inundation; at the same time, proactively arrange forces to guard and patrol to ensure security and order at the evacuation sites, not allowing people to return without ensuring safety; coordinate with functional forces to manage and ensure safety for ships and boats at anchorages and shelters; resolutely not let people stay on ships and boats at anchorages and on aquaculture watchtowers during the time affected by the storm.

Proactively review, arrange forces, vehicles, reserve food, necessities in vulnerable areas at risk of landslides and floods to be ready to support people, not let people go hungry, cold, and deploy rescue work when bad situations occur. Based on the situation of storms, floods, and inundation in the locality, decide to limit control activities, restrict traffic, and let students stay home from school to ensure safety during the time affected by storms and floods; closely monitor the development of storms and floods; prepare human resources, materials, vehicles, and equipment to protect the dikes; proactively prepare response plans for incidents and situations that may occur according to the "4 on-site" motto, ensuring safety for the dikes; promptly report incidents (if any) to the Provincial People's Committee and the Provincial Civil Defense Command for coordination and direction.

Relevant departments, branches and functional forces direct specialized dike management forces to coordinate with localities to regularly inspect and review key dike points to promptly detect and handle incidents and situations that may occur from the first hour; strengthen inspection of sea and river dikes, strictly carry out patrols and guarding to protect dikes during the rainy and flood season according to regulations; organize close monitoring, forecasting, and timely information on storm and flood developments; direct and urge the implementation of storm and flood response according to authority; review plans, proactively arrange forces and means to be ready to support people in responding to storms and floods, support evacuation, relocation of residents, rescue and relief as requested by localities.

Departments, branches and relevant functional forces direct specialized dike management forces to coordinate with localities to urgently deploy measures to respond to storms and floods after storms to ensure safety for forces, vehicles, equipment and facilities under their management; in particular, pay special attention to ensuring safety for transportation activities at sea and on rivers, safety of dikes, irrigation dams, power systems, telecommunications, educational and medical facilities, industrial production, business and service facilities... closely monitor the developments of storms and floods, forecast and promptly inform competent authorities and localities to proactively direct and deploy response; continue to do a good job of communication, increase the time of reporting on storms, floods, and instructions from the central and provincial levels so that people have full information, proactively prevent, respond and limit damage.

According to statistics of the functional sector, the dike system of Ninh Binh province has a total length of over 1,240 km; of which the level I dike is 47.108 km long, the level II dike is 183.864 km long, the level III dike is 321.502 km long, the level IV dike is 260.766 km long, the level V dike is 404.607 km long and the dike according to the Prime Minister's Plan No. 1281/QD-TTg dated April 7, 2014 has a length of 24 km.

Ninh Binh province has identified 9 key provincial-level vulnerable areas and 66 key flood and storm prevention areas of communes and wards that need special attention and protection. The whole province has 46 lakes with a total capacity of 44.34 million m3; of which, there are large lakes with a capacity of 1 million m3 to 5 million m3 such as Thac La, Yen Quang, Dong Chuong, Thuong Sung, Dap Troi, Da Lai, Yen Thang, Yen Dong, and Nui Va lakes.
