Storm No. 10: Thanh Hoa holds urgent meeting to evacuate people in affected areas

At the conference, Vice Chairman of Thanh Hoa Provincial People's Committee Mai Xuan Liem emphasized that according to forecasts, from early morning tomorrow, September 29, storm No. 10 will cause strong gusts of wind and localized heavy rain in localities in Thanh Hoa province. In particular, the western mountainous area of ​​Thanh Hoa province is likely to experience flash floods, landslides.

To unify the direction and proactively respond to emergency situations, on the afternoon of September 28, the People's Committee of Thanh Hoa province established the headquarters of the Forward Command Team to respond to storm No. 10 in the mountainous commune of Hoi Xuan, headed by Colonel Do Ngoc Vinh, Commander of the Provincial Border Guard Command; members include the Provincial Military Command, Provincial Police, Department of Construction, Department of Agriculture and Environment, and Department of Health.

Vice Chairman of Thanh Hoa Provincial People's Committee Mai Xuan Liem has directed the Provincial Military Command and Provincial Police to immediately mobilize forces, vehicles, professional equipment, and necessities to Hoi Xuan commune. The Department of Construction has gathered equipment and machinery at safe and convenient locations, along key axes and routes to be ready to mobilize in situations of rising water, flooding, and traffic disruption. At the same time, medical facilities, especially Ngoc Lac General Hospital, are required to fully prepare medical support and health care plans, and proactively have standing forces to meet the requirements of storm response tasks...

As of the afternoon of September 28, coastal localities in Thanh Hoa province are organizing the evacuation of 6,254 households/28,698 people (104 areas/20 communes and wards) living in areas 200m from the coast; striving to complete in the afternoon of the same day. In case of complicated storm developments, high tides, and high water levels directly affecting coastal areas, Thanh Hoa province will continue to organize the evacuation of 7,123 households/29,965 people within 200-500m from the coast and 7,482 households/30,148 people within over 500m from the coast.

In mountainous areas, Thanh Hoa province has made plans to continue evacuating 6,433 households/24,367 people (247 areas/60 communes and wards) in low-lying areas at risk of flooding, 1,722 households/7,351 people (233 areas/59 communes) in areas at risk of flash floods, and 6,275 households/26,551 people (529 areas/82 communes) in areas at risk of landslides in mountainous communes if heavy rain occurs after the storm.

Particularly for 101 households/415 people who are having to evacuate due to the impact of storm No. 5 (in 12 communes in mountainous areas including: Yen Nhan, Van Xuan, Linh Son, Van Phu, Yen Thang, Ba Thuoc, Thiet Ong, Cam Tu, Nam Xuan, Thien Phu, Trung Thanh, Tam Thanh), local authorities continue to stabilize accommodation for people at evacuation sites in schools, medical stations, camps... and advise people not to return home until safety is guaranteed.

Thanh Hoa province is ready to mobilize 45,388 officers and soldiers (of which 25,832 are from the Army; 19,556 are from the Police); 7,342 cars of all kinds; 706 boats, canoes, jet skis... to respond to possible situations. The Provincial Military Command has reserved 5 tons of dry food, 20 tons of rice, 1,000 boxes of instant noodles, 500 boxes of filtered water and other reserves to be ready to distribute to people in isolated and cut-off areas. The Department of Industry and Trade has prepared to mobilize food in the amount of 5,050 tons of rice, 3,600 tons of paddy, 16,044 boxes of instant food, 5,568 boxes of drinking water, 3,808 packages of dry food...

On the same day, September 28, the Chairman of Thanh Hoa Provincial People's Committee issued Urgent Dispatch No. 25/CD-UBND on focusing on responding to storm No. 10 and floods, landslides, flash floods, and landslides. In which, localities and units are required to increase information and propaganda to all people about the developments of storms, floods, and directions from competent authorities to proactively deploy response measures and minimize damage; requesting people to limit going out during the time the storm makes landfall, only going out when absolutely necessary.

Localities and units must immediately deploy protective and reinforcement measures to ensure the safety of dikes and dams, especially sea dikes, river estuaries, and key dams; proactively operate and regulate reservoirs appropriately to be ready to receive floods, ensure the safety of dams and reservoirs, and prevent floods from overlapping floods. At the same time, immediately deploy the work of tying and reinforcing houses, warehouses, headquarters of agencies, units, educational and medical establishments, production, business and service establishments to reduce damage to production, especially agricultural production, aquaculture at sea and along the coast, promptly restore production and business immediately after storms and floods...
