Telegram sent to ministers, heads of ministerial-level agencies, government agencies; chairmen of People's Committees of provinces and centrally run cities; chairmen and general directors of state-owned corporations and groups; chairmen of business and industry associations.
The telegram stated: In the last months of 2025 and the coming time, the world situation will continue to develop in a complicated and unpredictable manner; natural disasters, storms and floods will be erratic and difficult to predict; geopolitical tensions, military conflicts, instability in some regions, global trade and investment growth will slow down, risks will increase... directly impacting the socio-economic development of our country.
In order to promote the development of the domestic market, stimulate consumption, and make an important contribution to achieving the national economic growth target of over 8% in 2025, the Prime Minister requested that ministers, heads of ministerial-level agencies, government agencies, chairmen of People's Committees of provinces and centrally run cities, chairmen and general directors of state-owned corporations and groups, chairmen of business associations and industries focus on implementing the following tasks and solutions:
Organize a special media campaign to promote the campaign "Vietnamese people prioritize using Vietnamese products"
The Prime Minister assigned the Ministry of Industry and Trade to preside over and coordinate with relevant ministries, agencies and localities to deploy innovative, effective and practical solutions in conjunction with organizing a special communication campaign to promote the campaign "Vietnamese people prioritize using Vietnamese goods" to affirm the quality of domestically produced products and goods; launch a movement to consume Vietnamese goods on Vietnamese and international e-commerce trading floors.
At the same time, organize trade promotion programs, concentrated promotion programs, stimulate consumption within the framework of national trade promotion programs and plans; promote supply-demand connection activities, organize the delivery of Vietnamese goods to rural areas, mountainous areas, remote areas, islands, and economically disadvantaged areas using a multi-channel model; link with Vietnamese agricultural product trading floors to circulate local specialties and products that meet OCOP standards.
The Ministry of Industry and Trade shall preside over and coordinate with relevant ministries, agencies and localities to strengthen coordination with business associations, industries and localities in directing enterprises to diversify supply sources, develop flexible distribution systems and supply networks, improve demand forecasting capabilities to have appropriate production and distribution plans, ensure continuous and stable supply of goods to the market; enhance the application of digital technology comprehensively, comprehensively and more effectively in building sales channels.
Urgently organize the 2025 Autumn Fair in accordance with the direction of the Prime Minister in Official Dispatch No. 172/CD-TTg dated September 25, 2025, ensuring practicality, efficiency, economy, security and safety to serve the people.
Promote tourism programs, combined with cultural events and festivals; boost the development of cultural and entertainment industries.
The Prime Minister assigned the Ministry of Culture, Sports and Tourism to preside over and coordinate with relevant ministries, agencies and localities to focus on solutions to promote tourism programs, combined with cultural activities, events, cultural festivals, and trade promotion programs nationwide, increase experiences, stimulate consumption of Vietnamese goods and services to domestic and foreign tourists; guide localities to develop attractive, quality and multi-experience destinations with creative, unique and inter-regional tourism products. Promote the development of cultural and entertainment industries so that people can enjoy and participate in the commercialization of cultural products.
Providing credit packages to support production, business and consumption with favorable loan procedures and conditions.
The Prime Minister assigned the Ministry of Finance to guide ministries, agencies and localities in disbursing funds for trade promotion activities (in case of problems), ensuring compliance with regulations, savings and efficiency. Closely coordinate with ministries, agencies and localities to closely monitor the price situation, especially for essential goods and services, to proactively deploy appropriate, timely and effective solutions according to authority and regulations.
The State Bank of Vietnam directs credit institutions to actively apply digital transformation in the loan process, shorten processing time, increase transparency, create favorable conditions for people and businesses to access loans, in order to promote domestic consumption; research and provide credit packages to support production, business and consumption with favorable loan processes and conditions for disbursement.
Promote trade promotion to support the consumption of locally produced goods.
The Prime Minister requested the People's Committees of provinces and centrally run cities to step up the implementation of trade promotion programs to support the consumption of locally produced goods. Direct the distribution system to ensure the supply of essential goods; deploy measures to regulate supply and demand of goods and stabilize the market; strengthen price management, strictly handle violations of price laws. Promote the announcement of origin of goods and geographical indications in a transparent, public and regulated manner.
In addition, direct functional units in the area and People's Committees of communes, wards and special zones according to their assigned functions and tasks to participate in implementing the tasks and solutions stated in this Official Dispatch, ensuring consistency, smoothness and effectiveness.
Ministries, agencies and localities closely coordinate with the Ministry of Industry and Trade to successfully organize the Autumn Fair in 2025 according to the assigned tasks in Official Dispatch No. 172/CD-TTg dated September 25, 2025.
Focus on accelerating the disbursement of public investment capital, especially for important, key national projects and projects that have been allocated capital to promote the consumption of construction materials, products and goods serving project implementation, contributing to stimulating consumption; strive to disburse 100% of the capital plan for 2025 while ensuring construction quality, preventing loss, waste and negativity.
Review and minimize administrative procedures, continue to improve the investment and business environment; thoroughly resolve problems related to land, investment, construction, etc. to remove difficulties for businesses and people and speed up the implementation of projects in the area.
Enterprises improve management capacity, increase application of science and technology to improve product quality, reduce costs and reduce prices.
The Prime Minister requested state-owned corporations and groups to improve their management capacity, effective accounting ability, and increase the application of science and technology to improve product quality, reduce costs, reduce prices, and enhance the competitiveness of products and goods; actively participate in trade promotion programs and fairs; and increase promotions and stimulate consumption of products and goods.
Business and industry associations promptly grasp information, market needs, difficulties and problems of member businesses to propose to competent authorities timely and effective solutions.
The Prime Minister assigned Deputy Prime Minister Bui Thanh Son to directly direct ministries, agencies and localities in the implementation of this Official Dispatch.
Every month, the Ministry of Industry and Trade shall summarize the implementation of the tasks and solutions stated in this Official Dispatch, promptly handle difficulties and problems according to its authority and current regulations; report to competent authorities on issues beyond its authority (if any) and report to the Prime Minister on the 5th of each month.
The Government Office monitors and urges according to assigned functions and tasks./.
