Hanoi: Overcoming the consequences of natural disasters with a spirit of urgency, determination and efficiency

The city has deployed many key tasks and solutions to urgently overcome the consequences of natural disasters after storm No. 11.

The Hanoi People's Committee has just issued Official Dispatch No. 6091/UBND-NNMT implementing Resolution No. 347/NQ-CP dated October 24, 2025 of the Government on key tasks and solutions to urgently overcome the consequences of natural disasters after storm No. 11, quickly stabilize people's lives, promote production and business recovery, actively promote economic growth, and control inflation well.

Accordingly, the City People's Committee requested departments, branches, sectors and People's Committees of communes and wards... to focus on leading, directing and synchronously implementing solutions to overcome the consequences of natural disasters with the most urgent, drastic and effective spirit.

In particular, the Department of Agriculture and Environment will take the lead in reviewing and finding solutions to promptly reinforce and repair the pumping station system, weak and seriously damaged dike and embankment sections; update and complete the city-level natural disaster prevention and control plan for 2026; focus on directing, guiding and synchronously implementing technical measures to restore agricultural production in localities.

Along with that, the Department of Agriculture and Environment directed the units of the industry to effectively manage seeds and agricultural materials, direct production techniques, connect seed and material supply and product consumption; coordinate with specialized units of communes and wards to deploy guidance and training on cultivation, livestock and aquaculture techniques to producers.

The Capital Command and the City Police were assigned to continue to proactively arrange forces and means to promptly coordinate with localities when required in patrolling, evacuating and moving people from high-risk areas.

The Department of Construction organizes the review, inspection and guidance on timely handling of incidents in traffic infrastructure, high-rise buildings, and construction works under construction; inspects flooded areas, collapsed slopes, rural roads, weak bridges and culverts; and proposes solutions for handling and reinforcement.

The Department of Industry and Trade inspects the market, takes the initiative in regulating materials, fuel, goods, food, and foodstuffs; coordinates with the electricity industry to ensure quick restoration of the power system after natural disasters.

The Department of Education and Training directs educational institutions and schools to proactively review, reinforce, and ensure the safety of school facilities.

The Department of Health guides and supports localities to focus on restoring medical facilities; deploying measures to prevent and control epidemics after floods, ensuring medicines, chemicals, and medical equipment for emergency situations...

The People's Committees of communes and wards shall proactively arrange support funds from the commune-level budget reserve to immediately support households and production establishments that have suffered damage; organize the review, update and implementation of commune-level natural disaster prevention and control plans in accordance with the actual situation in the area, ensuring the "4 on-site" motto; strengthen propaganda and mobilize people not to build, cultivate or live in areas at risk of landslides and deep flooding; guide households to reinforce houses, barns and warehouses before the rainy and stormy season.

The State Bank of Vietnam, Region I Branch and the City Social Policy Bank Branch continue to focus on providing loan capital/preferential credit packages to people in the affected areas and those suffering damage after the storm to stabilize their lives and restore production and business...
