Hanoi: Commune level requested to conduct comprehensive assessment after serious fire within 5 days

The Hanoi City People's Committee has just issued Official Dispatch No. 6114/UBND-NC on continuing to implement fire prevention and fighting (PCCC) and rescue tasks of the People's Committees at the commune level.

To unify the organization and implementation of state management on the above content, the City People's Committee requests the Chairmen of the People's Committees of communes and wards, based on relevant legal documents and the actual local situation, to manage, maintain, inspect and maintain the operation of fire hydrants, water points, water intake stations, water collection pits serving fire trucks, and fire pumps to take water invested and built in residential areas in urban and rural areas in the area according to decentralization.

Review, compile statistics, and provide a list of facilities and constructions according to the management field related to fire prevention and fighting work to classify and establish management records; inspect, evaluate, and guide the contents of fire prevention and fighting of facilities, houses, houses combined with production and business according to regulations and advise on handling of violations according to authority.

The Department of Culture and Society of communes and wards reviews, compiles statistics, and provides a list of facilities and constructions in the management field related to fire prevention and fighting work to classify and establish management records on fire prevention and fighting and search and rescue for facilities under their management authority according to regulations; organizes propaganda, dissemination, and education of laws on fire prevention and fighting and search and rescue in the area according to regulations.

Commune-level police build a mass movement for fire prevention and fighting and search and rescue, including managing the organization and activities of the Civil Defense Team and individuals who volunteer to participate in fire prevention and fighting and search and rescue in the area; developing and organizing fire fighting and search and rescue drills according to regulations; organizing fire fighting and search and rescue; reviewing, counting, mobilizing forces, people, vehicles, and assets to participate in fire fighting according to regulations.

Along with that, directly participate in inspecting, evaluating, and guiding the contents of fire prevention and fighting of facilities, houses, houses combined with production and business according to regulations and advise on handling violations according to authority; propagate about fire prevention and fighting and search and rescue related to the assigned fields according to regulations of law.

In case a serious fire occurs at a facility/object under the management responsibility of the Commune People's Committee for fire prevention and fighting and search and rescue, within no more than 5 working days from the date of the fire, the Commune People's Committee must organize a comprehensive assessment of the state management of fire prevention and fighting and search and rescue of the unit for the facility/object where the fire occurred.
