Inspecting the construction progress of the Ben Luc - Long Thanh and Bien Hoa - Vung Tau expressways, Deputy Prime Minister Ho Duc Phoc requested local authorities to resolve land and material issues. The government must prioritize resettlement to ensure people's consent and stable livelihoods.
On the afternoon of March 13th, a government delegation led by Deputy Prime Minister Ho Duc Phoc inspected the progress of the Ben Luc - Long Thanh and Bien Hoa - Vung Tau expressways. Deputy Minister of Construction Bui Xuan Dung also joined the delegation.
Leaders of the Vietnam Expressway Investment and Development Corporation (VEC) reported to the working group on the progress of the Ben Luc - Long Thanh expressway.

At the intersection of the Ben Luc - Long Thanh expressway and National Highway 51, after inspecting and hearing reports, the Deputy Prime Minister requested Dong Nai province to be more determined in resolving obstacles for the contractor. Currently, the remaining 300 meters of land clearance is not a significant issue, but prolonged delays will affect the overall progress of the project.
During an inspection of the Bien Hoa - Vung Tau expressway, Deputy Prime Minister Ho Duc Phoc requested contractors to increase equipment and manpower to work day and night, ensuring that each section is opened to traffic as planned.
Local authorities must provide maximum support to contractors in terms of land and materials, ensuring the smooth progress of construction. Alongside resolving land issues, attention must also be paid to resettlement, ensuring that residents are satisfied and can settle down and make a living.
Following an on-site inspection, tomorrow morning (March 14th), Deputy Prime Minister Ho Duc Phoc will chair a working session with Dong Nai and Ba Ria - Vung Tau provinces, investors, and contractors to resolve difficulties and obstacles at the project.
The Deputy Prime Minister encouraged and inquired about the health of the workers at the construction site.

At the intersection of the Ben Luc - Long Thanh expressway and National Highway 51, Mr. Pham Hong Quang, General Director of the Vietnam Expressway Investment and Development Corporation (VEC), stated that this expressway has a total length of approximately 58km, passing through Long An, Ho Chi Minh City, and Dong Nai. Currently, the total construction volume has reached nearly 90%. The remaining contract packages have reached nearly 70% completion and are expected to be finished in the second quarter of 2025.
Specifically, package J1 (Binh Khanh Bridge) is under construction, reaching 88.25% completion, and is expected to be finished in August 2025. Package XL-NG51 (interchange with National Highway 51) only started in February 2025 and may be completed in March 2026. Package J3-1 (Phuoc Khanh Bridge) is currently in the bidding process and is expected to be completed in September 2026.
In addition to the two sections totaling 10.2km that were put into operation before the Lunar New Year, two more sections, totaling over 20km, will be opened to traffic on April 30th.
Mr. Quang also stated that only 300 meters of land clearance remain an obstacle in the section passing through Dong Nai, while other work is progressing according to plan.
In response to that information, Mr. Duong Minh Dung, Vice Chairman of the People's Committee of Dong Nai province, affirmed that the locality is finalizing the relevant documents and procedures, and is striving to hand over the entire site by May.

Regarding the interchange between the Bien Hoa - Vung Tau expressway and the connecting route to Long Thanh airport (component project 2, over 18km long), the Project Management Board 85 (Ministry of Construction) reports that the progress of component project 2 has reached over 30%. Almost all of the land has been handed over, with approximately 130 households and technical infrastructure yet to be relocated. The Project Management Board hopes that the local authorities will soon hand over the land to expedite construction.
The biggest challenge right now is the shortage of millions of cubic meters of fill soil. If the soil supply is not secured in March, road embankment construction before the rainy season will be affected, potentially leading to delays. The project management board requests that Dong Nai province provide materials as soon as possible to expedite construction.

Regarding component project 3 through Ba Ria - Vung Tau province, Mr. Nguyen Cong Vinh, Vice Chairman of the People's Committee of Ba Ria - Vung Tau province, said that this section has the most promising progress, with nearly 75% of the work completed and no obstacles related to land acquisition or leveling materials.
Currently, the road is being paved with a second layer of asphalt. Workers are focusing on installing fences and completing other finishing touches.
According to Mr. Ngo The An, Director of the Dong Nai Provincial Project Management Board for Investment and Construction of Transportation Projects, for component project 1 through Bien Hoa, in recent days, the local authorities have formed teams to mobilize resources and implemented many synchronized solutions, resulting in more land being handed over. The investor has requested the contractor to mobilize machinery and equipment to start construction immediately at the newly handed-over sites.
However, the progress of component project 1 remains challenging compared to the other two component projects. Of the total 16km length, the section undertaken by contractor Lizen is the most promising. This contractor has already paved 2km with asphalt concrete. Total progress currently stands at 22%.
