ViPEL Committee 4: Prioritize projects close to people, creating happiness for the community

(Dan Tri) - Enterprises at Committee 4 ViPEL proposed to choose projects that directly impact people's lives, bring health and happiness, aiming to sign a public-private MOU on October 10.

On September 28, in Ho Chi Minh City, Committee 4 on Resource and Service Development within the framework of the Private Economic Panorama (ViPEL) held a meeting with the participation of about 45 leading enterprises in the fields of aviation, tourism, services and healthcare.

The meeting was co-chaired by Ms. Cao Thi Ngoc Dung - Chairwoman of PNJ Board of Directors and Mr. Nguyen Anh Tuan - Vice Chairman of Vietjet Air.

Choose feasible projects, close to people, making people happier

On the same day, a group of female entrepreneurs led by Ms. Cao Thi Ngoc Dung and Ms. Ha Thi Thu Thanh - leaders of the Vietnam Association of Women Entrepreneurs - also worked with 20 female leaders of small and medium-sized enterprises, discussing the role of female entrepreneurs in the new era of development.

Several projects from this group have been proposed to be registered in the ViPEL portfolio. ViPEL is an initiative of the Vietnam Private Economic Panorama, a public-private co-building model to mobilize social resources, solve “big problems” and promote sustainable growth.

At the meeting, delegates focused on contents such as identifying challenges and room for industry development; determining typical projects in 2025 according to ViPEL levels 20, 200, 2,000; proposing focal enterprises to coordinate with the State; building strategic approaches and giving comments on public-private mechanisms to ensure implementation.

At the discussion session, Ms. Nguyen Do Quyen - Deputy General Directorof FPT Retail - proposed that the criteria for selecting projects must be "close to the people, close to the people, making people happy". According to her, priority should be given to projects that have positive impacts, help people be happier, healthier, happier and can be implemented immediately, instead of projects that take a long time for legal procedures.

Ms. Quyen cited the example of Resolution 72 of the Politburo on a number of breakthrough solutions to strengthen the protection, care and improvement of people's health. One of the contents is that by 2025, for the first time, more than 100 million Vietnamese people will have free medical examinations. This is a program of special significance and should be selected by Committee 4 as a public-private partnership, with the participation of the private sector in providing medical human resources.

"Private enterprises are willing to provide tens of thousands of human resources, especially pharmacists, to work with commune doctors to examine, treat, advise and prescribe medicine for people," said Ms. Quyen.

At the end of the meeting, Ms. Pham Thi Ngoc Thuy - Director of Office IV - said that the Board will receive and study the opinions, and at the same time, request members to continue to contribute to clearly define the development model and criteria for selecting feasible projects, close to the people and close to the people.

The Committee members agreed to replace the "ask - give" mechanism with the spirit of public - private co-building the nation, aiming to sign an MOU at the ViPEL event on October 10, turning the resolution into action and creating a new development foundation for the country.

The “public-private partnership” model: A new growth driver

ViPEL is considered a breakthrough model, concretizing the Party's resolution, contributing to bringing the private and state economies together in realizing growth targets, building a foundation for a new era of development of the country.

A country that wants to develop sustainably needs a solid production base and infrastructure. Vietnam is currently limited in both aspects. Lessons from Japan, South Korea, and Taiwan show that pillar industries must be led by domestic enterprises.

However, Vietnam lacks a strong public-private coordination mechanism and a comprehensive strategy for the private sector to participate in solving the national “big problem”. Resolution 68 has paved the way, allowing the assignment of major tasks to pioneering private enterprises, thereby shortening the process of accumulating capacity for investors, general contractors, and operators. Therefore, a specific mechanism is needed to turn this policy into action.

Initiated by Board IV and the business community, with the support of the Government, the model of "Public - Private Joint Nation Building" aims to mobilize maximum social resources. The goal is to build a strong and prosperous Vietnam.

ViPEL consists of two pillars: rapid action and long-term strategic mechanism. In particular, with rapid action, from 2025, the ViPEL 20-200-2,000 portfolio will be deployed with the targets of 20 national-level projects (infrastructure, core technology, new energy, etc.); 200 local-level projects (logistics, human resources, regional advantages); 2,000 grassroots-level projects (high-tech agriculture, community tourism, etc.).

ViPEL's core force, coordinated by Board IV (public-private bridge), the Executive Council includes leaders of large corporations such as FPT, Sovico, VinaCapital, U&I, Geleximco, PNJ...

Project selection criteria

Every ViPEL project must meet five general criteria including solving a big problem, dual public-private benefits, pioneering, feasibility, and commitment to implementation. Each project level has its own criteria for importance, macro impact, local advantage, or direct impact on the community.

The selection of projects in the "Public-private partnership" model aims to focus resources on strategic tasks, solving major bottlenecks of the country.

These projects not only benefit the community but also ensure economic efficiency for businesses, becoming “models” for replication. Through this, Vietnamese businesses have the opportunity to practice their capacity as investors, general contractors and operators, contributing to building a foundation for sustainable national development.
