Commune Party Committee Inspection Committee: Steady after reorganization

- The two-level local government apparatus officially operated from July 1. As one of the three advisory agencies assisting the commune-level Party Committee, immediately after the arrangement, the Party Inspection Committee (CPC) of communes and wards quickly stabilized the organization, seriously and strictly implemented inspection and supervision work at the grassroots level.

According to Instruction 31 dated April 23, 2025 of the Central Organizing Committee on the establishment of party organizations corresponding to local administrative units and the arrangement of the apparatus of the Vietnam Fatherland Front , provincial and commune-level mass organizations, the Party Committees of communes and wards are allowed to establish 3 specialized advisory and support agencies, including: the office, the Party building committee and the Party Committee Inspection Committee.

Strengthening the team

Along with developing a project and plan for arranging cadres to participate in the Party Executive Committee and the Standing Committee of the Party Committee at the commune level, the Provincial Party Committee has directed the Provincial Party Committee's Inspection Commission to coordinate with the Standing Committees of the District Party Committees and City Party Committees (formerly) to develop a project and plan for personnel of the Party Committee Inspection Commission at the commune level. The process of developing a project and plan for personnel of the Inspection Commission and arranging cadres to hold the positions of Chairman and Vice Chairman of the Party Committee Inspection Commission at the commune level must closely follow the Party's regulations and the direction of the Central Committee.

As in the Yen Phuc Commune Party Committee, with over 1,000 party members, the unit is arranged and assigned 5 comrades in charge of inspection and supervision work. Ms. Lanh Thi Hue, Secretary of the Commune Party Committee, said: The Commune Party Committee's Inspection Committee consists of 5 comrades, including 1 chairman, 2 vice chairmen and 2 civil servants. The chairman of the Commune Party Committee's Inspection Committee is not a local person in accordance with the province's instructions. After its establishment, the Commune Party Committee's Inspection Committee issued working regulations and assigned tasks to cadres and civil servants. After the Commune Party Congress, the Commune Party Committee's Inspection Committee developed and issued an inspection and supervision program for the Party Committee, the Party Committee's Standing Committee and the Party Committee's Inspection Committee.

According to regulations, commune party committees with more than 1,000 party members are assigned 5 comrades, while communes with less than 1,000 party members are assigned 3 comrades in charge of inspection and supervision work. According to statistics, the total number of cadres and civil servants working at the commune-level Party Committee Inspection Commission is currently 325 comrades. Of which, 100% of the commune-level Inspection Commission chairmen are not local people.

Proactive adaptation

Immediately after its establishment, the Party Inspection Committee at the commune level issued working regulations; advised and developed inspection and supervision programs for the Party Executive Committee, the Party Standing Committee and the Inspection Committee. In particular, the Party Inspection Committee at the commune level promptly completed the assessment of the qualifications of delegates summoned to attend the Party Congress at the commune level for the 2025-2030 term. After the congress, the Party Inspection Committee at the commune level advised the Party Executive Committee at the commune level to issue an inspection and supervision program for the entire term. At the same time, it advised and issued decisions to establish inspection and supervision teams for subordinate Party cells and committees.

According to the general assessment, after 1 month of operation, the activities of the Party Inspection Committee at the commune level have stabilized. Since mid-August, the units have begun implementing the inspection and supervision program for Party cells and Party members in the unit.

At the same time, training in inspection and supervision has also been strengthened. In mid-July, the team of officials doing inspection and supervision work attended a national online training conference organized by the Central Inspection Commission . Here, delegates were informed about the basic points in Regulation No. 296 dated May 30, 2025 of the Central Executive Committee on inspection, supervision and Party discipline work; Instruction 08 dated June 10, 2025 of the Secretariat implementing a number of contents of Regulation No. 296 on inspection, supervision and Party discipline work. Along with that is the implementation of the supervision task of the Inspection Commissions at all levels in conjunction with the implementation of the direction of General Secretary To Lam on inspection and supervision work; a number of typical and common violations were discovered through inspection and supervision work.

Mr. Nguyen Xuan Hung, Deputy Head of the Inspection Committee of Tan Tri Commune Party Committee said: After attending the training, I have a deeper understanding of the role, position, function and tasks of inspection and supervision work in Party building and the political system; I have acquired important knowledge to apply to my work.

In addition to training, the Provincial Party Committee's Inspection Commission also directly guides, answers questions, and orients the removal of difficulties for the Party Committee's Inspection Commission at the commune level, thereby helping to improve the capacity of advising and organizing the implementation of inspection and supervision tasks at the grassroots level. Through working sessions, thematic conferences, and direct inspections at the local level, problems related to procedures, operations, and handling authority... are promptly clarified, helping the Party Committee's Inspection Commission at the commune level to carry out its tasks smoothly and effectively.

Not only ensuring smooth operations, many commune-level Inspection Committees have also proactively innovated working methods, applied information technology; and strengthened coordination with departments, branches and unions in developing programs and plans from now until the end of 2025 to ensure quality, efficiency and comprehensiveness.

With steady steps, the initiative and immediate start of work after the reorganization in the activities of the grassroots Party Committee in general and the activities of the Party Inspection Committee at the commune level in particular are clear evidence of the sense of responsibility, solidarity and determination of the grassroots cadres. This is an important foundation to help the grassroots political system operate smoothly, in accordance with principles, towards the goal of building an increasingly clean and strong Party.
