Hanoi starts construction of Ring Road 4 expressway project, investment capital of over 56,000 billion VND

This project also contributes to expanding the development space for Hanoi and neighboring provinces, attracting investment, creating attraction to reduce population density in the urban center; helping to separate traffic from a distance, reducing pressure on inter-provincial traffic passing through the central area of Hanoi, especially the currently overloaded Ring Road 3.

The project also creates momentum for urban development, effectively exploiting land funds on both sides of the road; contributing to reducing environmental pollution and limiting traffic congestion.

On the other hand, the early completion of Ring Road 4 and early investment in the Ring Road 5 project passing through 5 provinces and cities before 2030 will form a regional traffic network system of the Capital and the Capital region according to the plan, connecting smoothly and conveniently between localities, preventing congestion, and reducing freight costs.

According to Mr. Tran Sy Thanh, with component project 3, including 2 bridges Hong Ha, Me So along with bridges Tu Lien, Van Phuc, Ngoc Hoi, Hanoi has started construction on 5 bridges. It is expected that by the end of 2025, the city will continue to start construction on 2 bridges Thuong Cat, Tran Hung Dao, bringing the total number of large bridges across the Red River to start construction in 2025 to 7 bridges.

“To ensure the overall progress of the entire project, we request the project enterprise and contractors participating in the project to focus maximum resources, human resources, and equipment to organize urgent, scientific , and safe construction along the entire route; in the immediate future, focus on immediately implementing major bridge projects across the river such as Hong Ha, Me So, Hoai Thuong bridges and interchanges to connect the entire parallel route, increasing investment efficiency.

The Ring Road 4 - Capital Region Project is identified as a national key project, of strategic significance in developing transport infrastructure, enhancing regional connectivity, directly connecting Hanoi with neighboring provinces and synchronizing with the expressway system - radial axis.

This will be the "new traffic artery" of the Capital Region, contributing to promoting socio-economic development, attracting investment, forming satellite cities and new growth poles.

Component 3 project - the expressway section is 113.52km long, with a cross-section of 17m. The large bridges crossing the river are 24.5m wide, ensuring modern technical standards. In phase 1, the cross-section of the route is designed to accommodate 4 lanes of traffic.

The entire route has 13 elevated sections with a total length of 80.985km, accounting for more than 71% of the route length. In addition, the project arranges 3 large bridges across the river including Hong Ha, Me So and Hoai Thuong, along with 8 interconnecting intersections and one fully completed intersection.

The total investment of component project 3 is VND56,293 billion. Of which, the State budget capital accounts for 47.5%, and the remaining 52.5% is capital undertaken by the investor under the public-private partnership (PPP) mechanism. The construction period according to the signed contract is 30 months.

This is the first time the PPP model has been applied according to the mechanism of separating into public investment sub-projects, requiring close coordination and high political determination from relevant agencies and enterprises.

The groundbreaking ceremony of the 3 components of the investment project to build Ring Road 4 - Hanoi Capital Region took place at the right time when the whole country is promoting the implementation of infrastructure development goals according to the Resolution of the 13th National Party Congress and the Government's action programs.
