According to forecasts from September 9th to the night of September 10th, the mountainous and midland areas of Northern Vietnam (including Bac Ninh province) are likely to experience widespread heavy rainfall with amounts generally ranging from 70-150mm, and in some localized areas exceeding 300mm. The heavy rain could cause flooding in low-lying areas, urban areas, and industrial zones; flash floods on small rivers and streams; and landslides on slopes.

To proactively respond, the Department of Agriculture and Environment requests that agencies, units, and localities closely monitor weather forecasts and warnings regarding heavy rain, flooding risks, and landslides; and provide appropriate and complete information to villages, hamlets, residential areas, businesses, and the public to enable proactive prevention.
Mobilize commune-level task forces to inspect and survey residential areas along rivers and streams, low-lying areas at risk of flooding, flash floods, and landslides, in order to proactively clear blocked waterways. Organize the relocation and evacuation of people to safe areas, especially in areas that have experienced heavy rainfall in recent days.

Deploy forces to guard, control, support, and guide traffic to ensure safety for people and vehicles, especially at submerged bridges, areas with deep flooding and strong currents, river ferry crossings, and areas where landslides have occurred or are at risk of occurring. Strictly prohibit people and vehicles from passing through dangerous areas if safety cannot be guaranteed, preventing unfortunate casualties due to carelessness or negligence. Arrange forces, materials, and equipment to address incidents and ensure smooth traffic flow on the province's main transportation routes during heavy rains.
Strengthen inspection and control, and implement measures to ensure the safety of critical infrastructure, construction projects, especially dike locations that have experienced incidents, and small reservoirs that are already full. Deploy permanent forces to operate and regulate reservoirs and be ready to handle any situations.
Directing the review of the canal, culvert, and drainage system; carrying out clearance and clearing of waterways; and proactively pumping out excess water to protect agricultural production and prevent flooding in industrial zones, urban areas, and residential areas. Having forces and equipment ready for rescue operations when needed.
The provincial press and radio/television stations are intensifying the dissemination of information about the heavy rainfall to localities, businesses, and the public so that they are aware and can proactively apply preventive measures. Local agencies and units, according to their functions and duties, are organizing serious duty shifts and regularly reporting to the Department of Agriculture and Environment as required.
