The Ministry of Culture, Sports and Tourism issued regulations on reporting regime for tasks on science and technology development, innovation, digital transformation, administrative reform and Project 06.

The Ministry of Culture, Sports and Tourism has just issued Decision No. 3213/QD-BVHTTDL dated September 8, 2025, regulating the reporting regime for tasks on science and technology development, innovation, digital transformation, administrative reform and Project 06.

Accordingly, tasks on science and technology development, innovation, digital transformation, administrative reform and Project 06 are listed and updated in the systems, including: Information system for monitoring and evaluating the implementation of Resolution No. 57-NQ/TW (nq57.vn); System for monitoring and evaluating the implementation of Resolution 71/NQ-CP (nq71.mst.gov.vn); Project 06 work management system (dean06.vn) are within the scope of this Regulation.

The subjects of application are state management advisory agencies under the Ministry, relevant professional units (hereinafter referred to as agencies and units), cadres, civil servants and public employees of agencies and units assigned to perform tasks on science and technology development, innovation, digital transformation, administrative reform and Project 06.

5 Reporting Principles

Ensure timely, accurate and complete provision of information to effectively serve the management and direction of the Steering Committee of the Ministry of Culture, Sports and Tourism on science and technology development, innovation, digital transformation, administrative reform and Project 06 (hereinafter referred to as Steering Committee 934).

Strengthen the responsibility of the Sub-committees and state management advisory agencies under the Ministry in implementing assigned tasks.

Focus on synthesizing each sub-committee and assigning reports according to the "6 clear" principle (clear people, clear work, clear responsibility, clear authority, clear time, clear results).

Standardize, connect, reduce duplication, improve the quality and efficiency of reporting regime; meet the monitoring requirements of the Central Government through Information Systems.

Promote the application of information technology in the implementation of the reporting regime. Strengthen discipline and order in the implementation of the reporting regime and the coordination and sharing of reporting information.

Tasks from the nq57.vn System

  The Party Committee of the Ministry of Culture, Sports and Tourism implements the Communication Plan to promote interconnected, synchronous, fast and effective digital transformation.

The Standing Agency of Steering Committee 934 (Ministry Office) is the focal point for monitoring, synthesizing, and regularly updating the list of tasks on the nq57.vn System.

Within a maximum of 02 working days from the date of receiving unassigned tasks on the nq57.vn System, the Standing Agency of Steering Committee 934, based on the content of the task, will assign the main handling to the supporting Sub-committees in the form of a Notification Form according to Form No. 01 attached to this Regulation.

Within a maximum of 03 working days from the date of receiving the Notification Form, the Standing Agency of each Sub-Committee is responsible for developing a list of tasks and assigning details to Sub-Committee members or relevant agencies and units to ensure the "6 clear" principle according to Notice Form No. 02 attached to this Regulation. Discuss and agree within the Sub-Committee before submitting to the Head of the Sub-Committee for signature and issuance.

When assigned, Subcommittee Members are responsible for reporting to the Head of the agency or unit on the assigned tasks; the assigned agency shall preside over and direct the functional units and specialized departments to perform, and periodically report detailed progress to the Subcommittee in charge within the prescribed time limit.

Tasks from the nq71.mst.gov.vn System and the dean06.vn System

The Standing Agency of the Digital Transformation Subcommittee and Project 06 (Center for Digital Transformation of Culture, Sports and Tourism ) is the focal point for daily monitoring, synthesizing, and regularly updating the list of tasks on the nq71.mst.gov.vn System and the dean06.vn System;

Within a maximum of 02 working days from the date of receiving unassigned tasks on the nq71.mst.gov.vn System and the dean06.vn System, the Digital Transformation Subcommittee and Project 06, based on the content of the tasks, will advise the Head of the Subcommittee to assign details according to the list of tasks to the members of the Subcommittee or relevant agencies and units in the form of Notification according to Form No. 03 attached to this Regulation, ensuring the principle of "6 clear"; discuss and agree internally within the Subcommittee before submitting to the Head of the Subcommittee for signature and issuance.

Within a maximum of 02 working days from the date of receiving the Notification Form, members of the Digital Transformation Subcommittee and Project 06 are responsible for reporting to the Head of the agency or unit on the assigned tasks; the assigned agency shall preside over and direct the functional units and specialized departments to implement and report detailed progress to the Standing Agency of the Digital Transformation Subcommittee and Project 06 within the prescribed time limit.

Task reporting and data entry mechanism

The Sub-committees build a summary table to monitor the tasks assigned by the Steering Committee 934, apply information technology, design their own monitoring system, are responsible for the content and results of the work, and unify the data before sending it to the Standing Agency of the Steering Committee 934.

Data entry of tasks on the systems, including: System nq57.vn , System nq71.mst.gov.vn is performed clearly and consistently once a month.

Task data entry on the dean06.vn System is performed clearly and consistently once a week.

Heads of Subcommittees are responsible for organizing and directing Subcommittee members and Subcommittee standing agencies to implement these Regulations.

During the implementation of this Regulation, if any problems arise or need to be amended or supplemented, the Standing Body of Steering Committee 934 shall submit them to the Head of the Steering Committee for consideration and decision.
