
On the morning of October 13th, the Department of Dike Management and Disaster Prevention ( Ministry of Agriculture and Environment ) reported, as of 7:00 AM that approximately 12,234 houses in the North were still flooded, an increase of over 4,500 houses compared to the previous day, concentrated mainly in Bac Ninh province and Hanoi.
Regarding dike infrastructure, a total of 59 incidents have occurred in three localities: Thai Nguyen, Bac Ninh , and Hanoi, but all have been initially addressed and are being closely monitored.
The basic transportation system is functioning normally, with the Hanoi-Thai Nguyen railway line resuming operations from the evening of October 12th after an incident in Trung Gia commune (Hanoi) on the afternoon of October 9th (water damage to the railway track).
Total damage from floods and heavy rains following Typhoon No. 11 is estimated at over 8,720 billion VND, an increase of 1,670 billion VND compared to October 12th. Specifically, Lang Son suffered approximately 1,050 billion VND in damage, Cao Bang 2,000 billion VND, Thai Nguyen 4,000 billion VND, and Bac Ninh 1,670 billion VND. Other localities are continuing to review, compile statistics, and urgently implement measures to mitigate the consequences.
Regarding support efforts, on October 12th, the Prime Minister issued Decision No. 2241/QD-TTg allocating an additional 400 billion VND to mitigate the consequences of Typhoon No. 11, of which Thai Nguyen received 250 billion VND, Cao Bang 50 billion VND, Lang Son 50 billion VND, and Bac Ninh 50 billion VND.
To date, the Central Relief Campaign Committee under the Central Committee of the Vietnam Fatherland Front has received over 922 billion VND in donations for areas damaged by typhoons No. 10 and 11, and has allocated nearly half of it to localities.
