Smooth and effective operation of the two-level local government model
The Deputy Prime Minister requested that heads of ministries, branches, localities and assigned leaders take full responsibility before the Central Steering Committee and the Government Steering Committee for ensuring unity, synchronization, continuity, stability, safety, information security and network security of information technology systems and databases.
Smooth and effective operation of the 2-level local government from July 1, 2025, without congestion or interruption affecting public service activities, handling administrative procedures, and providing online public services to people and businesses. Promptly remove difficulties and obstacles, immediately fix incidents (if any); ensure adequate resources (human resources, funding) to serve the smooth and effective operation of the 2-level local government.
Strengthening the Steering Committee on science and technology development, innovation, digital transformation and Project 06 before July 10, 2025
Regarding institutions and policy mechanisms, the Deputy Prime Minister requested the People's Committees of provinces and centrally-run cities to complete the Steering Committee on science and technology development, innovation, digital transformation and Project 06 after rearranging administrative units, ensuring continued direction and effective implementation of the Resolutions of the Politburo , the Secretariat, General Secretary To Lam and the direction of the Government and the Prime Minister on science and technology development, innovation, digital transformation and Project 06, to be completed no later than July 10, 2025.
Review, promptly adjust and complete regulations and rules related to the organization of public service performance; receive and resolve administrative procedures; manage, operate and ensure security and safety of information systems after the administrative unit arrangement, ensuring unified implementation throughout the province.
Ensure safe and smooth operation of information technology systems
Regarding technical infrastructure, technology, information security, and network security, the Deputy Prime Minister requested: The Government Cipher Committee coordinates with the People's Committees of provinces and centrally-run cities to update and change information on specialized digital signature certificates at the request of cadres, civil servants, agencies and units.
The People's Committees of provinces and centrally run cities shall coordinate with the Ministry of Science and Technology and technology enterprises to arrange sufficient infrastructure and technological equipment to exploit, use and operate information technology systems stably, smoothly and safely; closely coordinate with the Ministry of Public Security and service providers to ensure information security and network security for information technology systems and terminal devices, have plans to respond to and overcome incidents (if any); establish Working Groups (composed of leaders of the Department of Science and Technology, leaders of the Provincial Police, and relevant agencies and units) to monitor, respond to and overcome information security and network security incidents of systems serving the direction and administration, and handling administrative procedures according to the 2-level local government model.
Corporations and technology companies support the expansion of bandwidth and transmission lines for information technology systems, ensuring operations with traffic that can suddenly increase when arranging administrative units, implementing a 2-level local government model and promptly adjusting according to needs.
Convert and coordinate data to ensure completeness and accuracy
Regarding information and data assurance, the People's Committees of provinces and centrally run cities shall complete the conversion and coordination of data on the Systems of the provinces before the merger, ensuring completeness and accuracy in serving the management, operation, settlement of administrative procedures, provision of online public services, to be completed before July 5, 2025; complete the handover of records, digitize 100% of the results of settlement of valid administrative procedures of district-level authorities to reuse information and data, creating convenience for people and businesses.
The People's Committees of 4 provinces (Bac Ninh, Lao Cai, Vinh Long, An Giang) complete the adjustment and connection with the shared electronic civil status registration and management system of the Ministry of Justice, ensuring the performance of public duties and handling of administrative procedures, providing online public services to people and businesses in the field of civil status smoothly, effectively, and without interruption, to be completed no later than July 1, 2025.
The People's Committees of 15 provinces and cities (Ho Chi Minh City, Can Tho, Bac Ninh, Ninh Binh, Tuyen Quang, Lang Son, Nghe An, Quang Tri, Lao Cai, Lai Chau, Son La, Khanh Hoa, Gia Lai, Vinh Long, An Giang) urgently complete the adjustment and connection with the public service software to connect 02 groups of administrative procedures on birth and death registration according to Decree No. 63/2024/ND-CP of the Government, to be completed no later than July 1, 2025.
Ensure continuous and smooth sending and receiving of electronic documents between administrative levels
Regarding platforms and applications serving people, businesses and direction and administration activities, the Deputy Prime Minister assigned the People's Committees of provinces and centrally run cities to:
For the administrative procedure settlement information system: Upgrade, meet the digitalization requirements, perform administrative procedures regardless of administrative boundaries and close the interface of the Provincial Public Service Portal; update data on account information, adjust electronic processes, internal processes on the System; continue to edit and connect the system with national and specialized databases managed by ministries and branches (electronic civil status, population, enterprises, judicial records, land, tax, treasury, insurance, etc.), ensuring compliance with the arrangement of administrative units and the 2-level government model.
For the Document Management and Administration System: closely coordinate with the Government Office to update agency and organization identification codes on the National Document Interconnection Axis, ensuring continuous and smooth sending and receiving of electronic documents between administrative levels; synchronize the latest list of agency and organization identification codes on the National Document Interconnection Axis; regularly monitor and fix problems arising in the process of sending and receiving electronic documents before and after July 1, 2025.
Proactively review and evaluate the effectiveness of the implementation of the Intelligent Operations Center (IOC) to have a plan for effective exploitation and use.
Complete resource allocation to ensure administrative procedure settlement
Regarding resources, the Deputy Prime Minister assigned the People's Committees of provinces and centrally run cities to complete the arrangement of headquarters, equipment, leadership assignment, human resource arrangement, and network infrastructure systems to meet the requirements of Decree No. 118/2025/ND-CP to ensure the settlement of administrative procedures, including in-person and online procedures, and the completion of 100% of administrative procedures without administrative boundaries at the provincial level in 2025; improve service quality and labor productivity; utilize existing headquarters after the merger. Ensure adequate funding for upgrading information systems; mobilize the participation of mass organizations and communities, especially maintain the effective operation of "Community Digital Technology Teams" to support officers and civil servants of one-stop shops in the process of guiding and assisting people in performing administrative procedures and online public services. Provide training and development on digital transformation in a practical direction for civil servants, focusing on skills in operating specific systems and handling new processes and operations. Review and promptly overcome limitations and shortcomings of information systems serving the direction, operation and service activities of people and businesses when implementing the 2-level local government model and deploying the National Public Service Portal to become a centralized and unique "one-stop shop".
The Ministry of Finance issues circulars and documents providing specific guidance on financial mechanisms, budgets, public investment processes and public asset procurement for newly established and merged administrative units; proposes policies and mechanisms to support communes in remote, isolated and island areas to overcome the situation of wave depression and lack of equipment for work.
Enterprises deploying systems for localities continue to arrange personnel to directly support at the grassroots level for civil servants and people using the systems before and after July 1, 2025.
Establish working groups to inspect and provide guidance on science and technology development, innovation and national digital transformation.
Regarding inspection work, the Deputy Prime Minister requested the establishment of working groups led by the Ministry of Public Security or the Ministry of Science and Technology to guide the implementation of assigned tasks in Plan No. 02-KH/BCĐTW dated June 19, 2025 of the Central Steering Committee on Science and Technology Development, Innovation and National Digital Transformation and the directions of the Government and the Prime Minister in Resolutions, Official Dispatches, and Conclusion Notices. Localities are requested to connect to the System for monitoring and measuring the level of provision and use of digital Government services according to the provisions of Decree No. 42/2022/ND-CP. The Ministry of Public Security shall preside over and coordinate with the Government Office to synthesize recommendations and feedback from people and businesses through the National Public Service Portal and VNeID, along with the processing results from ministries, branches and localities.
The Deputy Prime Minister requested television, news and press agencies to step up communication on the implementation of the two-level local government model, ensuring smooth, effective and uninterrupted communication.
