The Government issued Decree No. 179/2025/ND-CP stipulating the level of support for people working full-time on digital transformation, network information security, and network security.
This Decree stipulates the level of support for people working full-time on digital transformation, network information security, and network security in agencies of the Communist Party of Vietnam , the State, the Vietnam Fatherland Front (including socio-political organizations) from the central to communal levels, and the armed forces (army, police, and cryptography).
Applicable objects
The person in charge of digital transformation, network information security, and network security as prescribed above (person in charge of digital transformation) includes:
1- Cadres, civil servants, and public employees holding specialized positions in information technology management or information technology (including information technology industry or digital technology industry, digital technology, information technology application, digital transformation); network information security or information security, network security; electronic transactions and other positions related to digital transformation issued by authorized authorities.
2- Officers, non-commissioned officers, technical specialists and public security workers of the People's Public Security; officers, professional soldiers, defense workers and civil servants of the People's Army and people working in cryptographic organizations receiving salaries from the state budget specializing in digital transformation, network safety and security, ensuring national sovereignty in cyberspace and other subjects related to digital transformation under the authority of the Ministry of National Defense and the Ministry of Public Security.
Support level 5 million VND/month
According to the Decree, the above subjects are entitled to a support level of 5 million VND/month. The above support level is paid together with the monthly salary and is not used to calculate and enjoy social insurance and health insurance. This support level is applied until the salary policy reform is implemented according to the policy of the competent authority.
According to the Decree, the time period not eligible for support includes:
- Continuous unpaid leave of one month or more.
- Time off work to enjoy social insurance benefits according to the provisions of the law on social insurance.
- Time of detention, temporary detention, temporary suspension from work or suspension from work.
- Time not performing professional or technical work as prescribed above continuously for one month or more.
This Decree comes into force from August 15, 2025./.
