The concentrated solid waste treatment project in Huong Khe district ( Ha Tinh ) is expected to be put into trial operation in June 2023. Local people have been looking forward to this project for many years.
Important items such as: duty house, weighing station, operator house, waste sorting house, incinerator house, incinerator installation, wastewater treatment tank... are basically completed.
According to surveys and calculations by professional agencies, the average annual amount of waste (period 2019 - 2033) in Huong Khe town and 8 communes (Gia Pho, Phu Phong, Huong Xuan, Huong Thuy, Huong Vinh, Phu Gia, Huong Long, Huong Binh) is about 7,535 tons (20.6 tons/day).
However, over the years, there has not been a solid waste treatment area in the area according to standards, so people often throw garbage haphazardly along traffic routes, public places... In particular, on the Ho Chi Minh trail, some sections of garbage are piled up, causing serious environmental pollution and spoiling the beauty. The problem of garbage and environmental pollution has caused much frustration among the people, lasting for many years.
Faced with that situation, after the preparation process, Huong Khe district issued a document widely announcing the implementation of the construction of the district's centralized solid waste treatment area to officials, party members and people in the area; completing the procedural documents according to the provisions of law.
At the end of February 2022, the Huong Khe district centralized solid waste treatment project was deployed for construction at plot 6, sub-plot 208, Huong Thuy commune. The project is invested by the People's Committee of Huong Khe district with an area of 1.41 hectares, total investment of 23,317 billion VND. The factory uses DCI-1000 incinerator technology provided by International Investment Development and Construction Joint Stock Company, approved by the Institute of Environmental Technology under the Vietnam Academy of Science and Technology in Document No. 449/VCNMT dated November 12, 2021.
According to the assessment of the Vietnam Academy of Science and Technology, the advantage of the incinerator is that it uses waste gasification technology, heat-releasing combustion and dust separation; the amount of waste is completely burned, thus minimizing odors; no toxic gases are generated; ash and slag are collected safely by cooling and transported to a 4-compartment pit, covered by a layer of HDPE waterproof membrane.
After a period of focusing on construction and project implementation, up to now, important items such as: duty house, weighing station, operation house, waste sorting house, incinerator house, incinerator installation, wastewater treatment tank... have been basically completed.
Do Luong Environmental Services Cooperative (Nghe An) is the unit that operates the factory.
Along with directing the completion of the centralized solid waste treatment project, Huong Khe district has carried out procedures and organized a public bidding to hire a unit to manage and operate the centralized solid waste treatment facility. Do Luong Environmental Services Cooperative (Nghe An) is the winning bidder, operating the plant.
Regarding the operating process, daily household waste in the area is collected by specialized vehicles and transported to the treatment area. After sorting, recyclable waste (including plastic, metal, cardboard, etc.) is imported to scrap purchasing facilities or recycling facilities. Combustible waste (including combustible organic and inorganic waste components such as: fabric, leather, nylon bags, rubber, wood, etc.) is transferred to the incinerator area. Construction waste (including bricks, stones, sand, gravel, concrete, etc.) along with ash from the incinerator is taken to the landfill.
The waste treatment system has been installed and is ready for trial operation.
The burial cells are designed according to TCXDVN 261: 2001 applied to sanitary landfills, using HDPE membranes with suitable thickness, this membrane layer has a durability of over 50 years to line the bottom of the pits for burying construction materials and ash. Rainwater does not flow into the pits; generated leachate is taken to a separate treatment area, not discharged into the environment.
Mr. Nguyen Anh Tuan - Director of the Project Management Board of Huong Khe District Construction Investment said: “Basically, the items of the factory have been completed and will be put into trial operation this June to check the technical process, operation, and solid waste treatment system before being officially put into operation. The factory will contribute to solving the problem of waste and environmental pollution, especially in the town and neighboring communes in the past time. The district will coordinate with Do Luong Environmental Services Cooperative (Nghe An) to effectively manage and operate the factory, ensuring technical requirements according to regulations”.
The road project from Ho Chi Minh Road to the solid waste treatment area is expected to start construction in July 2023 to facilitate the transportation of waste to the treatment site.
To facilitate the operation of the factory and the transportation of waste to the treatment site, Huong Khe district has invested in a road project, from Ho Chi Minh road to the solid waste treatment area with a total investment of 13.1 billion VND. The project is invested by the Huong Khe District Construction Investment Project Management Board. Currently, the Huong Khe District People's Committee has approved the project's economic and technical report, expected to start construction in July 2023.
The route is over 2 km long, stretching from Km0+0.00 (village 9, Huong Long commune) to Km2+53.93, intersecting with the dirt road at the waste treatment area in Huong Thuy commune, designed to meet the standards of a grade V mountainous road.
According to the reporter, the operation of the centralized solid waste treatment area in Huong Khe district has received the approval of many local people. This not only solves the urgent problem that has been going on for many years in the district regarding waste collection and treatment, but also helps the locality implement environmental criteria in building new rural areas. Mr. Phan Huu An - a resident of Huong Khe town said: "After a period of waiting, the centralized waste treatment area project is about to come into operation. Waste is collected and treated centrally, people will no longer have to witness the scene of garbage all over the streets; the environment and landscape will also be greener and cleaner. We hope that the District People's Committee and management agencies will monitor the operating process according to regulations and technical requirements to ensure the plant operates effectively and safely".
According to the plan, the Huong Khe district centralized waste treatment project will be put into trial operation in June 2023. Currently, the preparation work is basically ready, meeting the conditions according to regulations.
