Still "hot" in supplying stone for key projects

Although there is output, mining and processing capacity, and high demand, stone mining for key national projects is facing many difficulties. This risks affecting the project completion progress.

Allowing both legal procedures and stone exploitation is the solution to have enough construction materials for projects.

Up to 70% reduction in mining capacity

There are currently 32 construction stone quarries in the province with an average mining capacity of 22 million m3 /year. However, due to problems with land, investment, and licensing procedures, many quarries have had to reduce their mining capacity or even temporarily suspend operations. This has greatly affected the supply of construction materials for key projects and civil works.

Mr. Le Duc Phat, Director of Tan Cang 7 and Tan Cang 9 quarries (Bien Hoa city), said that these two quarries are currently operating at only 30% of their licensed capacity, leading to a shortage of output for key projects. “We have enough machinery, equipment, and human resources, but our mining capacity is limited because we have not yet resolved legal procedures regarding land and investment,” Mr. Phat shared.

According to the Department of Agriculture and Environment, due to the failure to complete land procedures to lease land, the actual production capacity of many quarries has decreased (especially 10 quarries in Tan Cang cluster), the actual exploitation capacity is 1.89 million m3 /10 months, while the demand is 6.4 million m3 /10 months.

Mr. Nguyen Ngoc An, Director of An Phat Cooperative, said that regarding Tan Cang 7 mine, the Cooperative has completed land procedures for the area purchased from the people but has not yet completed; the addition of the content of mineral exploitation (land leveling for key projects) to the exploitation certificate has not yet been guided by the authorities. Regarding Tan Cang 9 stone mine, in addition to the above two problems, there is another problem that the Cooperative has received the transfer of the mine from another investor, and so far the procedures to terminate the operation of the old investor to grant a new policy to the Cooperative have not been completed.

Tan Cang 1 Quarry (Bien Hoa City) is in a similar situation. Mr. Pham Thai Hop, Deputy Director of Bien Hoa Construction and Building Materials Production Joint Stock Company (BBCC), said that the quarry has not yet increased its capacity by 50% according to the special mechanism to supply materials for the Bien Hoa - Vung Tau Expressway Project because it is stuck with procedures regarding licenses and land.

Specifically regarding the license, Tan Cang 1 quarry has not been granted a license to exploit soil and weathering in the overlay layer to provide filling materials for the key project. The Provincial People's Committee has allowed mineral exploitation in the border area between Tan Cang 1 and Tan Cang 6 quarries, but the licensing procedure has not been carried out due to unclear regulations on whether that area must be auctioned or not.

Regarding land, Tan Cang 1 quarry has completed the land transfer agreement from households for many years now. The company has requested the Provincial People's Committee to issue a document approving the transfer without having to verify the origin of the land plot, the process of giving, donating, and inheriting from households, but it has not been approved. A part of the land area has been compensated by the company but has not been leased for exploitation because the land has expired, the land use right certificate has not been issued, and the name has not been changed...

Allows both exploitation and legal perfection

Mr. Nguyen Van Dung, Director of Binh Thanh Production, Trade and Service Cooperative (owner of Thien Tan 3 stone quarry, Vinh Cuu district), said that this is the dry season, large and small construction projects are at their peak, so the demand for stone is very high. However, many mines have to reduce their mining capacity due to incomplete legal procedures, leading to an imbalance between supply and demand. Mr. Dung said that the solution at this time is to allow businesses to both exploit according to their allocated capacity and complete legal procedures. This will ensure enough construction stone for key and civil projects, reducing the shortage of supply leading to price increases.

At the working session with the Ministry of Agriculture and Environment on April 3, 2025, Director of the Department of Agriculture and Environment Nguyen Tuan Anh proposed allowing enterprises to both exploit and complete investment, land, and environmental procedures from now until the end of 2025. In case the above time expires and the enterprise has not yet completed all legal procedures, the competent authority will consider terminating the project.

A representative of Vietnam Airports Corporation said that recently, the Provincial People's Committee has made great efforts to remove difficulties in construction stone for the Long Thanh International Airport Project. The province has distributed construction stone to each quarry so that contractors can proactively contact and sign contracts. However, due to legal problems, the quarries can only supply about 50% of the volume. For example, in February 2025, contractors needed 543 thousand m3 but only brought 284 thousand m3 to the construction site; in March 2025, contractors needed 767 thousand m3 but brought about 350 thousand m3 to the construction site.

In April, May and June, in addition to the output shortage from previous months, the Long Thanh International Airport Project needs an additional 1.85 million m3 of stone. Therefore, Vietnam Airports Corporation recommends that the authorities focus on resolving legal issues so that the quarry can operate at full capacity and increase capacity by 50% when this project is included in the list of special projects (expected in May 2025). Ensuring the above volume is important for the project to be completed by the end of 2025 as directed by the Prime Minister .

Deputy Minister of Agriculture and Environment Tran Quy Kien, when working with the provincial People's Committee on April 3, requested that central and provincial agencies focus on resolving all existing problems so that the quarry can increase its mining capacity and ensure supply for key projects. The provincial People's Committee continues to adjust the stone mining plan to suit the actual situation, especially prioritizing two projects: Long Thanh International Airport and Bien Hoa - Vung Tau Expressway.
