Highlands innovating
Based on the merger of three communes – Vân Sơn, Quyết Chiến, and Ngổ Luông – the newly established Vân Sơn commune covers a total area of 120.53 km² and has nearly 9,000 inhabitants. A new government, a new image, and new aspirations are emerging. The Party Committee, government, and people of the mountainous Vân Sơn commune are determined to work together to successfully implement the tasks and targets for socio -economic development and ensure national defense and security.
The Van Son highlands are famous for their majestic natural landscapes and rich cultural identity of the Muong ethnic group.
At the end of July, we visited Van Son commune. It was encouraging to see that after nearly a month, the Van Son Commune Public Administrative Service Center had become operational and efficient. The infrastructure and equipment were comprehensively invested in, enabling staff to readily operate computers connected to the internet and process documents through the province-wide electronic management software, aiming for the satisfaction of the people. The arrangement and deployment of staff and civil servants were carried out on the principle of harmony, maximizing staff capabilities and preventing work disruptions. This helped the staff and civil servants quickly adapt to their work and strive to excellently fulfill their duties in serving the interests of the people.
Along with new thinking and approaches in public administration, the economic development sector of Van Son commune has also undergone many changes and improvements. The shift in agricultural production structure towards concentrated, commodity-based production is taking place strongly. Specialized production areas for key vegetables and fruits have been established in the commune, such as Quyết Chiến chayote and Nam Sơn tangerines. The commune is promoting the application of science and technology in production to increase productivity and enhance product value; encouraging the application of organic farming for key agricultural products. Seven cooperatives have been established: Quyết Chiến Safe Vegetable Cooperative with OCOP products including chayote shoots and radishes; V.Organic Organic Agriculture Cooperative, certified VIETGAP for its vegetables and fruits; and Tay Bac Safe Vegetable Cooperative with key products including chayote shoots and other vegetables and fruits. The Shan Tuyet tea from Ngo Luong, produced by Van Bo Agricultural Cooperative, contributes to promoting commercialization and building a local brand.
The development of small-scale industries and construction has been boosted, leading to the formation of several cooperatives and household businesses operating effectively in areas such as building materials production, milling, and agricultural product processing. This contributes to a positive shift in the economic structure, creating jobs and increasing income for workers. Over 50 commercial and service establishments have been established and developed in the area, including food and beverage businesses, motorcycle and agricultural machinery repair shops, telephone shops, general stores, and building materials suppliers, providing regular employment for hundreds of workers. The material and spiritual lives of the people have improved significantly. These meaningful results serve as a foundation for Van Son to confidently make breakthroughs in the new phase.

With its rich cultural identity and the Muong ethnic group accounting for over 98% of the population, Van Son promises to be an ideal destination for investors in developing ecotourism , resort tourism, and experiential tourism, linked with the development of commercial services and clean agriculture. Currently, all levels and sectors are determined to leverage its advantages to create attractive tourism products, attract tourists, create livelihoods for the people, contribute to improving the quality of life, and promote local socio-economic development.
In the coming period, the commune will focus on implementing three strategic breakthroughs: developing a synchronous socio-economic infrastructure; developing specialty and organic agriculture along the value chain, closely linked with community tourism, ecotourism, and resort tourism to create unique, distinctive products with high added value; and improving the quality of human resources, with a focus on training and developing a team of officials and civil servants with modern management capabilities and a workforce with professional skills.

The commune will focus on finalizing the socio-economic planning project, building a detailed list of priority infrastructure projects (transportation infrastructure, facilities, wastewater treatment system, centralized waste disposal, digital infrastructure). It will continue to propose to the Central Government and Phu Tho province to support investment in key projects with breakthrough and ripple effects to promote local economic growth. It will mobilize and effectively utilize resources to develop a comprehensive infrastructure: Upgrading and renovating Provincial Road 440; the road connecting Provincial Road 440 with the Pu Luong and Mai Chau tourist areas; roads connecting tourist destinations in the area; inter-hamlet and village roads; building electricity infrastructure, technical infrastructure serving digital transformation, infrastructure serving modern agricultural production; and healthcare, cultural, and educational infrastructure.
Simultaneously, promote collective economic models such as agricultural service cooperatives and community tourism in Van Son as the core linking agricultural producers and tourism businesses. Plan cultivation and production areas towards specialized farming... planting trees under the forest canopy. Maintain, develop, and enhance the brand and find stable markets for key products that have been protected by collective trademarks: Nam Son tangerines, Quyet Chien chayote. Prioritize support for existing OCOP-certified products and develop new distinctive products such as: pigs, chickens, ducks, rice, bamboo shoots, Shan Tuyet tea, Hoa Vang tea, medicinal plants, etc.
Comrade Nguyen Duy Tu, Secretary of the Party Committee of Van Son commune, said: “After the administrative unit merger, Van Son possesses all the potential and advantages for development. The local Party Committee and government are focusing on implementing Resolution No. 13-NQ/TU, dated October 17, 2022, of the Standing Committee of the Hoa Binh (former) Provincial Party Committee on building the highland communes of Tan Lac district, Van Son, Quyet Chien, and Ngo Luong, into provincial-level tourist areas by 2030, with a vision to 2050; and the Hoa Binh Provincial Tourism Development Project for the period 2021-2025, with a vision to 2030. We are mobilizing resources to build a synchronous socio-economic infrastructure with a focus on key areas. We strive to achieve a state budget revenue of 0.76 billion VND by 2030, total social investment of nearly 140 billion VND, a poverty rate reduction to about 9%, and completion of all targets.” "This is a key objective in building new rural areas. From there, it contributes to raising income, improving people's lives, and promoting local socio-economic development."
