Accordingly, VEC will exempt road service fees for vehicles transporting goods to support damage caused by storms No. 10 and No. 11 when passing through toll stations of 5 expressways currently in operation invested by VEC, including: Cau Gie - Ninh Binh, Noi Bai - Lao Cai, Ho Chi Minh City - Long Thanh - Dau Giay; Da Nang - Quang Ngai; Ben Luc - Long Thanh.

To implement the above plan, VEC requests toll collection service providers (Tasco, VDTC) to organize toll collection to ensure accuracy, correct subjects, and compliance with regulations, and absolutely not to allow cases of taking advantage of the free policy to commit fraud, profiteering, or causing loss of toll revenue.

Trucks transporting goods to support people in flooded areas are free of charge when passing through 5 highways.

Service providers are also requested to coordinate with the Expressway Operation Technical Monitoring Center (VECM), the Regional Road Management Area and relevant local agencies to organize lane division, traffic flow and traffic guidance so that vehicles eligible for free can pass through toll stations as quickly as possible. All toll collection stops and free vehicles must be recorded by the toll collection unit and have their toll collection records and data fully archived according to regulations.

Previously, sending a document requesting investors and BOT enterprises, the Vietnam Road Administration said that the policy of exempting road use fees for vehicles transporting relief goods is to implement the Prime Minister 's Official Dispatch No. 176 dated September 29, 2025 on urgently overcoming the consequences of storm No. 10 and floods.

This is also an action demonstrating the spirit of "mutual love and support", "helping each other", contributing to helping people soon stabilize their lives and restore production.
