The Hai Phong City Traffic Police are intensifying patrols, inspections, and strict enforcement against drunk driving violations, aiming to protect the lives and property of citizens and build a safe and civilized traffic culture.

The city's traffic police force is stepping up patrols, inspections, and strictly handling cases of drunk driving.

Accidents resulting from disregard for the law.

At approximately 8:05 AM on November 10th, a traffic accident involving drunk driving occurred on National Highway 10 in Quy Cao village (Nguyen Giap commune). Mr. Nguyen Cong Phuc (born in 1970, residing in Nguyen Giap commune), after drinking alcohol, was driving his motorbike against the flow of traffic, moving from the right edge of the lane to the lane next to the median. Due to losing control, Mr. Phuc collided head-on with a motorbike with license plate 15B1-355.83 driven by Nguyen Duc Chung (born in 2007) traveling in the direction of Vinh Bao - Tu Ky. The strong impact caused Mr. Phuc very serious injuries: subdural hematoma in the forehead, subarachnoid hemorrhage, fracture of the right parietal bone, and fracture of the orbital floor resulting in blindness in one eye.

Mr. Chung was also injured and taken to the hospital for emergency treatment. Test results showed that Mr. Phuc had a blood alcohol concentration of 210.6 mg/dL, far exceeding the permissible limit.

Previously, another accident occurred at 10:30 PM on July 11, 2025, at Km 61+200 on National Highway 5 (in Quyet Tam village, Lai Khe commune), also related to alcohol. Mr. Nguyen Thanh Long (born in 1988, residing in Nam An Phu commune) was driving a motorbike from Hanoi to Hai Phong after drinking alcohol and crashed into the median strip. Mr. Long suffered severe head injuries and died the following day. Test results showed his blood alcohol concentration was 213.9 mg/dL.

The above are just two of the dozens of traffic accidents related to alcohol that have occurred in Hai Phong recently. Statistics from the City's Traffic Safety Committee Office show that in the first 10 months of 2025, the city experienced 733 traffic accidents, resulting in 391 deaths and 497 injuries. While the total number of accidents and injuries decreased significantly compared to the same period last year, the number of fatalities increased by 1.3%. Notably, a considerable proportion of these accidents were related to alcohol.

These statistics speak volumes about the reality: a single moment of inattention, a reckless decision to drive under the influence of alcohol, can cost the driver their own life or the lives of other innocent people.

Decisive action, no "forbidden zones".

To reduce traffic accidents, the Traffic Police force (of the city's Public Security Department) has implemented many decisive measures in recent times, with hundreds of plans, including checkpoints, traffic control, alcohol level checks, speed checks, and handling of key issues. This includes mobilizing 100% of officers and soldiers, using a comprehensive range of breathalyzers, video cameras, and other technical equipment. Task forces are deployed to conduct inspections during peak hours. Inspections focus on drivers of cars, motorcycles, and mopeds; vehicle owners who entrust their vehicles to unqualified individuals are strictly penalized according to regulations. With the spirit of "no exceptions, no forbidden zones," all violations are recorded and penalized according to regulations, ensuring deterrence and raising awareness among road users.

During the peak period of traffic control directed by the Traffic Police Department at the end of October, the Traffic Police Department simultaneously launched operations on many key routes. In just 7 days at the end of October, the force inspected more than 96,998 vehicles, detecting 1,089 cases of drunk driving. Of these, 996 cases involved motorcycles, 62 cases involved cars, and 41 cases involved non-motorized vehicles. The total amount of fines exceeded 7 billion VND.

“We deploy mobile patrol forces in combination with fixed-point inspections during hours when drunk driving is likely to occur. We will continue to strictly handle violations to instill the habit of not driving after drinking alcohol, contributing to ensuring traffic safety and curbing traffic accidents,” emphasized Lieutenant Colonel Le Anh Son, Head of Road Traffic Police Team No. 2, Traffic Police Department.

From the perspective of a citizen, Mr. Tran Tien Thinh, a resident of Nam Sach commune, believes that the traffic police's strict enforcement against drunk driving is essential. This helps ensure traffic safety and prevent the tragic consequences of traffic accidents.

Along with the resolute and "no exceptions, no forbidden zones" approach in handling drunk driving violations, completely eradicating drunk driving requires the concerted efforts of the entire community. Every citizen needs to raise their awareness and develop the habit of "if you drink alcohol, don't drive."

According to statistics from the Traffic Police Department (City Police), in the first 10 months of 2025, the city's traffic police force inspected and handled more than 91,800 cases of traffic safety violations, imposing fines totaling over 236.56 billion VND, revoking over 3,800 driver's licenses, and deducting points from driver's licenses for more than 8,700 vehicles. Of these, more than 21,000 cases involved violations related to alcohol levels.
