Land acquisition issues, lack of materials.
The Khánh Hòa - Buôn Ma Thuột expressway project, phase 1, has a total investment of VND 21,935 billion and a total length of approximately 116.577 km. The project is divided into three sub-projects, of which sub-project 3 has a total length of approximately 48.093 km and a total investment of over VND 6,165 billion, with the People's Committee of Đắk Lắk province as the investor.
According to a report from the Dak Lak Provincial Project Management Board for Investment in Construction of Transportation and Rural Agricultural Development Projects (Project Management Board, representing the investor of component project 3), as of the end of February 2025, land clearance and relocation of technical infrastructure have met the requirements for the main route, enabling contractors to proceed with construction according to schedule. However, the project is still facing localized land clearance issues in some areas.
Mr. Nguyen Tai Minh, Deputy Director of Project Management, said that localized land acquisition issues at some locations have not significantly affected the overall construction progress of the project, but in the long term, they may affect the completion and handover schedule. "Currently, across the entire project, contractors have mobilized 41 construction teams with 462 pieces of equipment and 765 personnel working simultaneously. However, the committed progress (completion before August 30th) is behind schedule, approximately 14% behind plan, equivalent to about 608 billion VND," Mr. Minh informed.
Regarding component project 2, Mr. Pham Van Trinh, Deputy Director of Project Management Board 6 (the investor), stated: "Component project 2 has a particularly challenging construction site, with most of the route passing through hills, mountains, and natural forests. Construction has faced difficulties in land handover, with land only being handed over at the end of 2024, thus delaying progress. To date, the value of completed work has reached over 40%, with the remaining 60% considered very challenging. However, Project Management Board 6 will continue its efforts and is determined to complete the project by June 30, 2026, as directed by the Government and the Ministry of Construction ."
According to Mr. Trinh, the Board has also requested the People's Committee of Dak Lak province to direct and allow the allocation of approximately 15,000 cubic meters of fill soil from package 1, component project 3, for leveling; and to allow the exploitation of over 445,000 cubic meters of stone (to be exploited in 2026) to be carried out early in 2025 to ensure the progress of the two projects. "In particular, we need to direct the complete resolution of the obstruction of construction by a household at the western entrance of the Phuong Hoang tunnel to allow for the reinforcement of the tunnel mouth. In addition, the province needs to promptly direct the auction and exploitation of timber in the supplementary forest area and hand over the site to the contractor for construction as soon as possible."
Do not allow the project to fall behind schedule again.
Mr. Truong Cong Thai, Vice Chairman of the Dak Lak Provincial People's Committee, said that the province has focused on resolving obstacles related to waste disposal sites, material supply, and access roads, creating the best possible conditions for contractors to ensure progress. The Provincial People's Committee has also directed contractors currently exploiting and transporting materials at specialized mines to work day and night to compensate for any delays. In particular, they should take advantage of favorable weather conditions for construction, and implement solutions and measures when the rainy season arrives. The main contractor and subcontractors must regularly coordinate and support each other during construction; the deadline is a must and cannot be postponed.
According to Mr. Thai, the difficulties and obstacles regarding land and waste disposal sites, as directed by the Provincial People's Committee, have been basically resolved. Regarding the issue raised by Project Management Board 6 concerning households obstructing the project, the province has directed the M'drắk District People's Committee to resolve it completely before June 15th.
Deputy Minister of Construction Le Anh Tuan stated that, given the large volume of work remaining, the investor and contractor need to focus more on maximizing the use of favorable weather conditions for construction. At the same time, appropriate solutions should be implemented to ensure the project's progress and quality during the rainy season. Regarding component project 2, he requested that the province address issues related to material relocation, resolve complaints from households at the western entrance of the Phuong Hoang tunnel, and facilitate the conversion of forest land use, promptly recovering timber for the contractor's construction.
