Ciputra is a large urban development project with a long and complex investment process.
This morning (July 3rd), continuing the program of the 17th session, the Hanoi City People's Council held a question-and-answer session on issues related to the implementation of discipline, order, and responsibility in the performance of official duties at the city's state agencies.
During the session, delegate Vu Ngoc Anh (from Bac Tu Liem district) stated that, based on his observations, several documents related to projects implemented in the area, which were sent by central agencies requesting opinions, have been responded to very slowly by the departments and agencies tasked with advising the City People's Committee.

Mr. Vu Ngoc Anh cited the case of the Ministry of Planning and Investment sending a letter to the city requesting its opinion on the assessment of adjustments to the Nam Thang Long urban area project (also known as the Ciputra urban area), but receiving no response for a year despite repeated written reminders.
"Why, after one year, has the City People's Committee not yet submitted a document to the Ministry of Planning and Investment providing feedback? I request that the city inform us about the efforts to expedite, rectify, and address this situation in the future," Representative Ngoc Anh requested.
In response to questioning, the Director of the Hanoi Department of Planning and Investment, Le Anh Quan, stated that the objective reason was that the Ciputra urban area is a large urban area, the investment process has gone through a very long time, it has been inspected and audited many times, and "there are many complexities involved."
Meanwhile, the Department of Planning and Investment is only the coordinating agency assigned by the city to provide input on the project; this work is not solely the responsibility of the Department. The Department also has to seek opinions from relevant departments and agencies such as the Department of Finance, the Department of Natural Resources and Environment, and the local government.
"Through the feedback process, a report has now been submitted to the Ministry of Planning and Investment, and the Ministry has responded to the investor," Mr. Quan said.

Regarding subjective reasons, Mr. Le Anh Quan acknowledged his responsibility for the fact that the Department of Planning and Investment and other departments and agencies had not promptly and actively provided feedback and advice to the city in response.
"Based on this information, the city conducted an inspection of the Department of Planning and Investment and related departments and agencies. This identified problems and shortcomings in the handling of documents, highlighting areas for improvement so that future feedback on projects can be as quick and accurate as possible," Mr. Quan said.
Hanoi will consolidate and strengthen the capacity of its officials.
In response to the questions, Vice Chairman of the Hanoi People's Committee Duong Duc Tuan stated that while a clear process can be established for new investment policies, adjusting the investor for each investment project involves a complex legal process and roadmap.

In the case of the Ciputra urban area, the response is the slowest because this project is large, covering approximately 300 hectares, with a primary investor being a joint venture between foreign and domestic corporations, as well as numerous secondary investors.
"This project faces many difficulties, hence the delay in responding. However, adjusting the investment policy for the project is complex and involves many challenges, requiring even greater focus from the relevant agencies. The City People's Committee recognizes this as an outstanding and problematic issue."
"The city will focus on consolidating and strengthening the capacity of officials and organizing effective implementation to shorten the time frame for providing feedback to central ministries and agencies when requesting adjustments to investment policies for complex projects. This will ensure the shortest possible timeframe while maintaining quality," Mr. Tuan said.
