(NLĐO) - The Ministry of Interior has just sent a document to the People's Committees of provinces and cities regarding the temporary suspension of some tasks and work related to administrative units at all levels.
As reported by Nguoi Lao Dong Newspaper, the Ministry of Interior has requested the People's Committees of provinces and centrally-administered cities to temporarily suspend the submission of proposals for the rearrangement and establishment of district-level and commune-level administrative units as stipulated in Resolution 1211 of 2016 (amended and supplemented by Resolution 27 of 2022) and Resolution 35 of 2023 of the Standing Committee of the National Assembly .
The Ministry of Interior has proposed temporarily suspending the submission of proposals for the merger of districts and communes according to the old standards (Illustrative image).
In relation to this, a representative from the Ministry of Interior stated that the work of reorganizing administrative units at the district and commune levels, which localities are currently carrying out according to the aforementioned resolutions of the National Assembly Standing Committee, has been temporarily suspended.
The Ministry of Interior also stated that it will continue to implement the plan to merge some provincial-level administrative units that do not have district-level organizations, and continue to merge commune-level administrative units in accordance with Conclusion No. 127 of the Politburo and the Secretariat of the Central Committee.
In the recent period, localities have been implementing the reorganization of district and commune-level administrative units according to the standards stipulated in Resolution 1211 (amended and supplemented by Resolution No. 27).
At the same time, the Standing Committee of the National Assembly also issued Resolution No. 35 of 2023, stipulating the rearrangement of district and commune-level administrative units in the period 2023 - 2030.
Specifically, the district and commune-level administrative units subject to restructuring during the 2023-2025 period include:
- District-level and commune-level administrative units that simultaneously have a natural area and population size below 70% of the standards of the corresponding administrative units as stipulated in Resolution No. 1211 (amended and supplemented by Resolution No. 27).
- District-level administrative units simultaneously have a natural area of less than 20% and a population size of less than 200% of the standards for the corresponding administrative units as stipulated in the Resolution of the Standing Committee of the National Assembly on the standards of administrative units and classification of administrative units.
- A commune-level administrative unit that simultaneously has a natural area of less than 20% and a population size of less than 300% of the standards for the corresponding administrative unit as stipulated in the Resolution of the Standing Committee of the National Assembly on the standards of administrative units and classification of administrative units.
Therefore, in accordance with the above request from the Ministry of Interior, work related to the reorganization of administrative units according to the Resolutions of the Standing Committee of the National Assembly will be temporarily suspended. Instead, the contents of Conclusion No. 127 of the Politburo and the Secretariat on conducting research and proposing further reorganization of the political system's organizational structure will be implemented.
On March 20th, the Central Steering Committee for summarizing the implementation of Resolution No. 18-NQ/TW of the 12th Central Committee on some issues concerning the continued reform and restructuring of the political system's organizational apparatus to be streamlined, effective, and efficient, issued a plan for further restructuring of the political system's organizational apparatus.
The plan outlined the following roadmap for merging provincial-level administrative units nationwide.
March 25, 2025: The Party Committee of the Government reports to the Politburo on the plan for reorganizing administrative units at all levels and the model of a two-tiered local government organization.
April 1, 2025: The Party Committee of the Government reports to the Central Committee on the plan for reorganizing administrative units at all levels and the model of a two-tiered local government organization.
April 15, 2025: The Party Committee of the Government instructed localities to merge provinces and communes and establish a two-tiered local government system.
June 30, 2025: The National Assembly passed a resolution on the merger of provinces; the Standing Committee of the National Assembly passed a resolution on the merger of communes and wards. Subsequently, the Provincial Party Committee and the City Party Committee (before the merger) developed a plan to eliminate district-level organizations and merge commune-level organizations.
July 15, 2025: Provincial and city Party committees (before merger) will consolidate the organization and personnel of Party committees of Party agencies, People's Committee Party committees, military Party committees, and police Party committees. They will arrange and assign cadres, civil servants, public employees, and workers; and provide offices, equipment, and support for the work of Party committees, governments, the Fatherland Front, and functional agencies of the province and city.
August 31, 2025: The Provincial Party Committee and the City Party Committee (before the merger) directed the organization of the Party Congresses of communes, wards, and special zones for the 2025-2030 term.
October 31, 2025: The Provincial Party Committee and the City Party Committee (after merger) will finalize the documents, preparations, and organization of the Provincial/City Party Congress for the 2025-2030 term.
