According to the National Examinations Authority (NTA) of India, some individuals exploited Telegram's message editing feature to insert actual exam questions after the exam had ended, while retaining the original posting time. These conversations were then circulated as evidence that the exam questions had been leaked before the exam.
NTA also accused several Telegram channels of offering to sell supposedly exam questions from the rescheduled test, requiring candidates and their families to pay up to hundreds of thousands of rupees to access the materials.
In a social media post, Telegram founder Pavel Durov stated that this measure would affect millions of users in India, and added that Telegram had already removed hundreds of channels related to exam materials and related scams in India.
In Russia, where Durov was born, Telegram was also banned. In 2018, a court in Moscow banned the service because Telegram refused to provide the Russian Federal Security Service with the decryption keys for users' messages.
Durov stated at the time that the app's encryption system made Telegram unable to comply with government requirements. Russia lifted the ban in 2020.
Moscow says Telegram has agreed to step up efforts to block extremist content. However, earlier this year, the Russian government blocked Telegram to restrict the spread of information on the internet surrounding the "special military operation" in Ukraine.
The Russian Federal Service for Supervision of Communications, Information Technology and Mass Media (Roskomnadzor) has accused Telegram of failing to protect user data and of not taking steps to prevent terrorists and criminals from using the application.
Telegram is also facing problems in Ukraine. During the Russia-Ukraine conflict, Telegram was a lifeline for millions of Ukrainian users seeking food and medical aid, but Kyiv is concerned that the platform facilitates the spread of disinformation and espionage by Moscow.
Therefore, in 2024, Ukraine banned military officials, government officials, and those working on critical infrastructure projects from using Telegram for security reasons.
Some Ukrainian officials have even proposed regulations requiring Telegram to disclose the identities of the account holders of large-scale anonymous channels.
In other European countries, Telegram has faced considerable obstacles. In 2023, the Norwegian Ministry of Justice and Public Security advised officials against installing Telegram or TikTok on their work devices, as the government considered these applications a threat to national security.
Notably, Mr. Durov was arrested upon arriving in France in 2024 and banned from leaving the country for failing to prevent illegal activities on Telegram related to child sexual abuse, drug trafficking, and online hate crimes. Last year, Mr. Durov was only granted temporary permission to leave France.
In Brazil, the country's Supreme Court banned Telegram nationwide ahead of the 2022 presidential election. The platform allegedly failed to comply with an order to delete accounts linked to a supporter of former President Jair Bolsonaro, who was under investigation for spreading misinformation and threatening Supreme Court judges. The ban was later lifted when Telegram complied with the court's orders.
In 2023, another Brazilian judge ordered a nationwide ban on Telegram after the app failed to comply with requests from dissident groups to provide full user data.
