Associate Professor, Dr. Nguyen Thi Lan Anh, Director of the East Sea Institute of the Diplomatic Academy, was nominated by Vietnam to run for the position of judge of the International Tribunal for the Law of the Sea (ITLOS) for the 2026-2035 term.

The above information was announced by Deputy Minister of Foreign Affairs Nguyen Minh Vu at the 34th Conference of States Parties to the United Nations Convention on the Law of the Sea (UNCLOS). This conference took place from June 10 to 14 at the United Nations headquarters (USA).
One of the candidates representing Asia
Previously, on June 13, while attending the 125th anniversary of the establishment of the Permanent Court of Arbitration (PCA) in The Hague (Netherlands), Mr. Nguyen Minh Vu had a meeting with PCA Secretary General Marcin Czepelak and Secretary General of The Hague Academy of International Law Jean-Marc Thouvenin.
During the meetings, Deputy Minister Nguyen Minh Vu introduced Vietnam’s candidate for the position of ITLOS judge. At the same time, the parties reviewed the results of activities implemented in 2023, as well as discussed cooperation plans for the coming time.
According to the Ministry of Foreign Affairs on June 14, this is the first time Vietnam has introduced a candidate for judge for the ITLOS. The court is based in Hamburg (Germany), and consists of 21 judges from many different countries with expertise in maritime law.
Associate Professor Dr. Nguyen Thi Lan Anh is an expert on maritime law and is currently the director of the East Sea Institute of the Diplomatic Academy of Vietnam. According to regulations, the term of office of each ITLOS judge lasts 9 years.
Ms. Nguyen Thi Lan Anh is running for the position of ITLOS judge for the 2026 - 2035 term, as one of the representatives from Asia.

Vietnam emphasizes the important role of UNCLOS
Within the framework of the 34th UNCLOS conference, Deputy Minister Nguyen Minh Vu also chaired the international workshop "Sea level rise in the Pacific region: current situation, legal issues and assessment from the perspective of the law of the sea" and the annual meeting of the UNCLOS Friends Group on the occasion of the 30th anniversary of the convention's entry into force.
About 100 delegates, maritime law experts from more than 60 countries, scholars, and representatives of several United Nations agencies attended the workshop organized at Vietnam's initiative.
Speaking at the opening of the workshop and meeting, Deputy Minister Nguyen Minh Vu emphasized the historical significance of UNCLOS for the development of international law.
Accordingly, as the "Constitution of the Ocean", UNCLOS is the most comprehensive legal framework regulating all activities at sea, and is the basis for countries to cooperate in managing oceans and seas in an orderly and sustainable manner.
He affirmed that Vietnam, together with 115 members of the UNCLOS Friends Group, will continue to promote dialogue and multilateral cooperation in implementing and protecting the universality of this convention.

Also at the workshop, Vietnamese legal experts including Associate Professor Dr. Nguyen Thi Lan Anh and Associate Professor Dr. Nguyen Hong Thao, members of the United Nations International Law Commission, shared their assessments from Vietnam's perspective.
As a coastal country most affected by climate change, including the risk of rising sea levels, Vietnam proposes to continue to comply with and fully implement the provisions of UNCLOS in the process of addressing emerging challenges in current sea and ocean governance such as marine environmental pollution, climate change and rising sea levels.
At the same time, Vietnam calls for support for the preservation of baselines, maritime boundaries established from baselines, and maritime delimitation results agreed upon by countries through negotiations or established by decisions of international judicial bodies, in order to maintain stability and legal order at sea.
