From November 10-13, a delegation from the Ho Chi Minh National Academy of Politics, led by Associate Professor-Doctor Nguyen Manh Hung - Deputy Director of the Academy and Vice Chairman of the Central Theoretical Council, visited and worked in the Czech Republic.
The visit aims to promote strategic cooperation between the two countries, while also learning from each other's experiences in policy development, digital transformation, science and technology, and national governance.
During the visit, on November 11th, the delegation held working sessions with the Senate of the Czech Republic, the Communist Party of the Czech Republic of Moravia, and the Center for Asia-Pacific Studies.
During the meetings, Czech leaders highly appreciated the traditional friendship and long-standing cooperation between the two countries, emphasizing the significance of celebrating the 75th anniversary of the establishment of diplomatic relations (1950-2025) and upgrading the cooperation framework to a Strategic Partnership in January 2025.
Czech leaders also affirmed that Vietnam is an important partner and a potential market in Southeast Asia, highly appreciating the opportunities for cooperation in investment, education and training, and digital transformation with Vietnam, while acknowledging the positive role of the Vietnamese community in the Czech Republic in connecting bilateral friendly relations.
Associate Professor-Doctor Nguyen Manh Hung emphasized that the visit aimed to concretize the recently upgraded strategic cooperation relationship, while also preparing for the visit of Czech leaders to Vietnam.
The Associate Professor-Doctor provided an overview of Vietnam's socio-economic situation, emphasizing the groundbreaking changes in science and technology, innovation, digital transformation, and the development of high-quality human resources. He also stated that Vietnam is researching adjustments and amendments to legal regulations to remove bottlenecks and create favorable conditions for key sectors, while steadfastly pursuing sustainable development goals.
The two sides exchanged specific measures to effectively implement the Vietnam-Czech Republic Strategic Partnership framework, particularly in the areas of digital transformation, education and training, science and technology, and information exchange.

On the afternoon of November 13th, at the Government Office of the Czech Republic, the delegation held a working meeting with the Agency for Digital and Information Technology. Associate Professor Dr. Nguyen Manh Hung introduced the digital transformation process in Vietnam, including the integration of various applications into the chip-embedded electronic citizen identity card, serving the verification of vaccination information, vehicle registration, driver's licenses, and policy benefits. He emphasized that the issuance of chip-embedded citizen identity cards is part of the national data platform, the population database, and electronic identification.
On the Czech side, Mr. Ondřej Menoušek, Director of the E-Government Services Department, shared experiences in implementing digital transformation, including a citizen support system at 7,200 locations nationwide, free personal email accounts, and an integrated personal information data system similar to Vietnam's VNeID. In addition, the Czech Republic has a system for government ministries and agencies, and organizes direct training courses for civil servants, helping them become proficient in using the digital systems they have built. These experiences were noted by the Vietnamese delegation for reference and application in their domestic reform and digital transformation policies.
Earlier, on November 10th, the delegation, in coordination with the Vietnamese Embassy in the Czech Republic, organized a conference to gather feedback on the draft documents for the 14th Party Congress. Ambassador Duong Hoai Nam stated that the Party branches under the Party Committee in the Czech Republic had seriously considered and compiled their feedback, which was then sent to the Party Committee of the Ministry of Foreign Affairs.
The Vietnamese Embassy in the Czech Republic stated that the draft document has been publicly and widely posted on electronic information websites and has received approximately 300 comments, including over 50 comments at seminars and over 200 written submissions. The majority of comments expressed agreement and confidence in the Party's reform policies, while also offering many practical suggestions. Most of the contributions stated that the draft documents clearly demonstrate a strategic vision, innovative thinking, and aspiration for a prosperous and happy country, reflecting a spirit of innovation, self-reliance, and deep international integration, in line with the current domestic and international context.

A large number of officials, Party members, and community members unanimously agreed with the major policies and guidelines, expressed confidence in the national development orientation until 2030, with a vision to 2045, as outlined in the draft documents, and simultaneously expressed their expectation that the 14th National Congress of the Party will be an important milestone in the country's development process.
Associate Professor-Doctor Nguyen Manh Hung emphasized that the draft document reflects a new development in the Party's theoretical thinking and strategic vision, further affirming the goal of building a clean and strong Party and political system, promoting the will, aspirations for development, and the strength of national unity. He proposed focusing on two main groups of issues: implementing "strategic autonomy" in foreign affairs and caring for Vietnamese people abroad.
At the conference, Ambassador Duong Hoai Nam affirmed that the Embassy would continue to accompany and support the delegation in connecting with Czech research institutions and partners to enhance exchange, learn from experience, and achieve the objectives set out in the trip.
