Early in the morning of August 28, the Dien Bien Provincial Cultural and Convention Center was packed with people, filled with laughter, joyful greetings, and tight hugs and handshakes. Most of the people were former Dien Bien veterans and soldiers, and relatives of families with meritorious services and revolutionary veterans. Still in military uniforms with medals and orders on their chests; still calling out to me, us and comrades, but their steps were very slow.

Pointing to the photo of “Dien Bien Phu today” at the main entrance of the Conference Center, Mr. Bui Kim Dieu, a former Dien Bien soldier, was filled with emotion. Counting each knuckle of his fingers, Mr. Dieu said: “On September 2, 1945, when Uncle Ho read the declaration of Vietnam’s birth, I was just 15 years old. I remember so much the joy, the singing and the tears of joy of our people that day. Yet, shortly after the National Day of September 2, the French colonialists plotted to invade our country again.

Today, we meet again to recall the old days of sharing the trenches to remember and be more grateful for the sacrifices and contributions of generations of our fathers and brothers. The country has complete Independence - Freedom - Happiness; our Dien Bien today is developing steadily thanks to the efforts, blood and sacrifices of generations of our fathers and brothers.

When the resistance war against French colonialism was entering its fiercest phase (February 1953), I volunteered to join the army and participated in the Northwest and Southwest Ninh Binh Campaigns in 1953. In January 1954, our entire 312th Division continued to enter the Dien Bien Phu Campaign with many hardships and dangers, but my comrades and I did not waver for a moment. The Dien Bien Phu Campaign was victorious, and many of my brothers, comrades, and teammates will forever remain here...

Listening carefully to every word Mr. Bui Kim Dieu shared and advised the younger generation, Colonel Nguyen Trung Dac, Political Commissar of Dien Bien Provincial Military Command, talked with us about the emulation campaign of officers and soldiers of Dien Bien Provincial Armed Forces on this important occasion: Following the example of the previous generations who lived and devoted themselves with the spirit of "Dedication for the people" and "Serving the people", on August 29, Dien Bien Provincial Military Command launched a sudden emulation campaign with the theme "30 days of Lightning Speed ​​- Finishing".

In this emulation campaign, the Provincial Military Command aims to complete the construction of 80 new houses and complete the renovation and repair of 241 houses for families in the communes of Na Son, Xa Dung, Tia Dinh, Phinh Giang... damaged by recent landslides and flash floods. Comrade Dang Thanh Huy, Secretary of the Party Committee of Sin Thau commune, said: From July 1, the new Sin Thau commune officially came into operation on the basis of merging three communes of Muong Nhe district (old): Sin Thau, Sen Thuong and Leng Su Sin. After the merger, Sin Thau became the commune with the largest area in the province and also the only commune in the province and in the country that has a border with two countries (Laos, China) with landmark number 0 marking sovereignty on the Khoang La San range. Despite such special natural conditions, Sin Thau is still the commune with the most ethnic groups living in the province (19 ethnic groups), with a relatively high rate of poor and near-poor households in the whole commune (59.55%).

With such natural conditions, when operating under the two-level local government model in Sin Thau, there are many difficulties in terms of headquarters, technological infrastructure and lack of equipment. However, with the spirit of "Serving the people", cadres and party members of Sin Thau commune have determined to raise their will, overcome difficulties, and together with the people of all ethnic groups, complete the goal of building Sin Thau to meet new rural standards by 2030 and become an attractive tourist destination for domestic and international visitors.
