Specifically, according to the first draft amendment issued with the Resolution for public consultation, the new policy will propose maintaining the content and maximum support level of no more than 10 million VND/unit when participating in fairs, exhibitions, and trade promotion activities within the province; at the same time, only a minimum of 10 booths and an event duration of 3 days or more are required to receive support.
For the "Bringing Vietnamese Goods to Rural Areas, Urban Areas, Industrial Parks, and Tourist Areas" program, the support level is 100% of the cost, but not exceeding 200 million VND per program, an increase compared to the support level under Decision No. 30/2020/QD-UBND (which only supported 70% but not exceeding 105 million VND per program).

Similarly, according to the draft of the new regulations, if a Vietnamese goods fair is organized in mountainous or border areas, the entry fee will be increased from 150 million VND per fair to 200 million VND per fair. The minimum requirement for each fair is 10 stalls, down from the previous requirement of 12 stalls.
Mr. Nguyen Van Hiep, Head of the Trade Management Department of the Department of Industry and Trade, stated: The reason for amending the trade promotion support policy is that Decision 32/2020/QD-UBND issued by the Provincial People's Committee has created inadequacies and obstacles due to the lack of regulations on supporting participation in trade fairs and product introductions. Furthermore, under the old regulations, requiring the organizing unit to have matching funds is not feasible.
The draft is currently undergoing a consultation process and is expected to be approved at the provincial People's Council meeting at the end of the year for implementation from 2026-2030.

Besides the reasons mentioned above, our research reveals that, due to the shift to a two-tiered local government system and the merger of some departments and agencies, according to the Law on the Promulgation of Legal Documents, some previously existing support policies under the authority of district-level departments and agencies have been abolished. Therefore, these policies need to be reviewed and restructured to allocate resources for more focused and targeted support.

It is projected that from 2026 to 2030, the province will allocate approximately 46.42 billion VND, averaging 9.24 billion VND per year, to support trade promotion and export development activities.
The new regulations, expected to be approved by the Provincial People's Council, will continue to support activities such as trade fairs and exhibitions, trade promotion programs within the province; organizing activities to sell Vietnamese goods, concentrated promotional programs, programs to bring Vietnamese goods to rural areas and industrial zones; and supporting trade promotion in mountainous, border, and remote areas of the province.
At the same time, the province also supplemented policies to support trade promotion activities in other provinces and cities nationwide; provided financial support for delegations participating in international trade fairs; supported the construction of points for introducing and selling handicraft products and OCOP products in rural markets; supported the costs of building e-commerce websites and online stores on e-commerce platforms; and supported units participating in registering stores on international e-commerce platforms.

Currently, Nghe An has 850 products from 280 businesses and production facilities sold in supermarket chains such as Winmart+, BigC Supermarket, MM Mega Market, Lotte, and a nationwide distribution and retail network. Nghe An also has 737 products ranked OCOP (One Commune One Product) with 3 stars or higher. In addition, there are 144 outstanding rural industrial products at the provincial level and 350 outstanding rural industrial products at the district level. In recent years, the province has supported the provision of information and helped over 470 businesses and traders register as members and set up stalls on Nghe An's e-commerce platforms such as 37nghean.com, Voso ( Viettel ), postmart.vn (VNPT), etc.

A representative from the Provincial Department of Quality, Processing, and Market Development added: With great efforts, in recent years, Nghe An has had many OCOP products and brands recognized. Along with that, many product brands and trademarks have been certified and licensed by the Department, but objectively, their development potential and ability to connect with and find markets remain limited. After nearly 5 years of implementing the "One Commune One Product" (OCOP) program, nearly one-third of OCOP products from the communes have not registered for re-recognition.
Therefore, revising and increasing trade promotion support to introduce and advertise products, along with supporting brand building and management, and distribution, is expected to bring Nghe An products to the national, regional, and international markets.
