
The rest stop at Km427+035 on the Eastern Expressway, Nghi Son - Dien Chau section, is located in Dien Hanh and Dien Quang communes (formerly Dien Chau), now Minh Chau commune ( Nghe An province). The project to build and operate the rest stop in Minh Chau commune covers a total area of 81,000 m² , with a total investment of nearly 340 billion VND, jointly funded by the Vietnam National Petroleum Group ( Petrolimex ) and Thua Thien Hue Petroleum Company.
To ensure the project's progress, since October, the investor, Petrolimex Group, has instructed contractors to increase manpower and mobilize more equipment and machinery for construction, and to work overtime, including at night.
Essential construction items include overall site leveling, construction of restrooms, waiting areas, car parks, and access roads from the highway to and from the rest stop in two directions: from North to South and from South to North.

Representatives from the project management board in Nghe An also stated that the construction progress was significantly affected by storms from the end of July to September 2025. Therefore, since October, the unit has been taking advantage of favorable weather to accelerate the progress and volume of construction. The investor aims to complete and put the essential components into operation by December 31, 2025, as committed to the Ministry of Construction and the Prime Minister.

Following the Prime Minister's directive, the North-South Expressway rest stop in Dien Chau and several other rest stops along the North-South Expressway must be completed and standardized by January 1, 2026, to better serve the needs of people traveling on the expressway and toll collection operations.
Although the bidding process for the construction project started quite early, the implementation progress has been slower than expected due to obstacles in land clearance and other reasons.
According to the investor's representative, along with completing essential items, other supporting items and services such as guesthouses, fuel supply, vehicle maintenance, convenience stores, etc., will also continue to be constructed and completed before and after the Lunar New Year of the Year of the Horse.
On December 12, 2025, a delegation from the Department of Roads (Ministry of Construction) conducted a routine inspection and worked with the investor and project management board to assess the progress of the rest stop projects. This allowed them to implement measures to monitor and supervise construction quality and report back to the Ministry of Construction.
