Vingroup Corporation has proposed to the Ho Chi Minh City People's Committee and the Department of Transport and Public Works to invest in a 48.5 km high-speed urban railway connecting the center of Ho Chi Minh City with Can Gio.
Specifically, according to the document, Vingroup proposed the project starting at Nguyen Van Linh Avenue (Tan Phu Ward, District 7), following Nguyen Luong Bang Street; the end point is located on a 39-hectare land plot adjacent to the Can Gio coastal urban tourism project (Long Hoa Commune, Can Gio District). The project is designed as a double track, 1,435 mm wide each, elevated with a total length of 48.5 km.
The metro line will have 2 stations: 1 Depot expected to be located in District 7 on a 20-hectare plot of land; 1 Depot expected to be located on a 39-hectare plot of land, Long Hoa commune, Can Gio district.
Project implementation period from 2026 - 2028. Passenger transport capacity of the route is from 30,000 - 40,000 people/direction/hour.

Regarding the investment method, Vingroup proposed to invest in the form of public-private partnership, using the form of Build - Own - Operate contract (BOO contract). Vingroup will carry out the construction investment with its own capital and mobilized capital according to the provisions of law, own and exploit, operate the project after completion.
Vingroup proposed that the Ho Chi Minh City People's Committee consider, approve and direct relevant units to support and guide the implementation of related work to soon complete the project investment and construction.
Previously, on January 4, at the announcement of the Ho Chi Minh City Planning, the Prime Minister said he had assigned Vingroup to study the construction of an underground traffic system from the center of Ho Chi Minh City to Can Gio.
Can Gio is the only district of Ho Chi Minh City that is adjacent to the sea, located about 50km from the city center. The district has a total area of over 71,300 hectares, of which over 70% is mangrove forests and rivers. From the center of Ho Chi Minh City, when coming to Can Gio district, visitors only have the option to travel from the mainland to Binh Khanh ferry (Nha Be district) and then go along Rung Sac road.
Ho Chi Minh City is oriented to develop Can Gio into a regional and international tourist urban area. In January 2025, Ho Chi Minh City approved the detailed 1/500 planning of the Can Gio coastal tourist urban area with an area of 2,870 hectares, with a total investment of nearly 9 billion USD, and is expected to build the Can Gio international transit port project with a total investment of 4.8 billion USD in 2025.
In the content of the submission of the Ho Chi Minh City People's Committee on the Metro Development Project according to Conclusion No. 49 of the Politburo on the orientation of Vietnam's railway transport development to 2030, with a vision to 2045, Ho Chi Minh City proposed to invest in and complete 7 metro lines with a length of about 355 km by 2035, with an investment capital of more than 40.21 billion USD. By 2045, the City will complete an additional 155 km, bringing the total length to about 510 km.
