Small capital, big livelihood opportunities.

Loans ranging from tens to over a hundred million dong from the Nam Sach branch of the Social Policy Bank are helping many households find additional jobs and stable incomes.

Thanks to policy-based credit, many households in the communes of Nam Sach, Thai Tan, Tran Phu, Hop Tien, and An Phu have gradually stabilized their livelihoods.

Valuable motivation

110 million VND is the amount that Ms. Vu Thi Nga's family in Tong Xa village, Tran Phu commune, borrowed from the STEM credit program (a special preferential credit policy for students, master's students, and doctoral candidates in the fields of science, technology, engineering, and mathematics) to cover her child's tuition fees at Hanoi University of Science and Technology. For a farming family, this is a significant amount of money, spanning many years. "There were times when my family was very worried because the cost of studying and living in Hanoi was high, while our family's finances were still struggling. Thanks to this funding, my child can study with peace of mind, and my family doesn't have to borrow money from outside," Ms. Nga shared.

Not far from Ms. Nga's house, in Thai Tan commune, Mr. Nguyen Duc Chinh borrowed 100 million VND to rent land for growing carrots. On the additional rented area, he expects to harvest 15-20 tons of carrots each year. After deducting expenses, Mr. Chinh's family earns about 70-80 million VND. "Before, I didn't have capital, so I only did small-scale farming. Now that I've borrowed money, I can rent more land and farm on a larger scale, so both productivity and income have increased. Farming without capital is difficult and makes it hard to be proactive; sometimes you want to farm but you don't dare. With capital, you can be more proactive, plan for the long term, and not just do things half-heartedly like before," Mr. Chinh shared. Meanwhile, in Hop Tien commune, at the beginning of February 2026, Ms. Vu Thi Thu Hoa borrowed 150 million VND to renovate her fish pond. Each year, her family's pond yields about 14 tons of fish, creating a steady income of around 80 million VND.

A noticeable point is that the loans are not large, but they are used for very clear purposes: Carrot growers rent land, buy seeds, and invest in production. Fish farmers renovate their ponds. Families with children in school use the loans for educational expenses. All loans are disbursed for the intended purpose and to the correct beneficiaries. As a result, policy credit is commonly referred to by the people as a "precious driving force." This driving force helps thousands of families increase their income or provide educational opportunities for their children.

These loans continue to be disbursed regularly even during periods of organizational changes at the local government level. From July 2025, when the two-tiered local government model comes into operation, the savings and loan groups will continue their daily tasks, and the review and disbursement process will not be interrupted.

Widespread dissemination

Leaders and staff of the Nam Sach branch of the Social Policy Bank regularly review capital needs to ensure timely disbursement and prevent interruptions in the flow of funds.

By the end of February 2026, the Nam Sach branch of the Vietnam Social Policy Bank had a total outstanding loan balance of approximately VND 628.3 billion, with 8,279 customers still having outstanding loans. In the first two months of the year alone, nearly 800 customers received loans, with a total loan disbursement of nearly VND 68 billion.

These figures not only show the scale of capital, but also reflect the number of households accessing the funds. Each customer has a different situation and need. The funding ranges from job creation, pond renovation, and garden expansion to resources to help people build and renovate houses, and support their children's education…

Mr. Dang Van Hiep, Director of the Nam Sach branch of the Social Policy Bank, said that the unit is currently implementing 9 policy credit programs in the communes. “We closely coordinate with the government and entrusted organizations to review eligible recipients, ensuring that capital reaches the right people for the right purposes. With the restructuring of the organization starting in mid-2025, ensuring uninterrupted capital flow is our top priority. Now, the task of credit growth continues with new capital added from the central and local governments,” Mr. Hiep said.

In reality, capital is not concentrated in a few large models, but is divided into smaller amounts for individual households. This approach allows more people to access capital while reducing risk, as each loan is linked to a specific plan. The increase in outstanding loans, along with the increase in the number of borrowers, shows that the demand for capital at the grassroots level remains very high. After borrowing, households have maintained production, generated income to repay debts, and continued to develop their production and business. Therefore, the capital is circulated, continuing to reach other households.

According to the assessment of the City's Social Policy Bank, the Nam Sach branch is among the leading units in the city in terms of outstanding policy credit loans, with stable growth and wide coverage. From the beginning of the year, the unit proactively reviewed capital needs and coordinated with local authorities to disburse funds promptly, ensuring uninterrupted capital flow.

With loans ranging from tens to hundreds of millions of dong, many households in the area have found additional employment, secured stable income, and gradually improved their lives.
