Over 105,000 notices of temporary travel bans have been issued.
Following reports from several media outlets and social networks regarding taxpayers being temporarily prohibited from leaving the country due to small tax debts, the Tax Department held a specialized press conference on May 22nd to provide comprehensive information to the press.

At the press conference, Mr. Nguyen Duc Huy, Deputy Head of the Tax Affairs Department (Tax Department), stated that the temporary suspension of exit from the country has been stipulated in the Tax Administration Law and Decree No. 49/2025/ND-CP, which specifies the threshold for applying the temporary suspension of exit from the country for each group of subjects.

According to regulations, individuals and business owners subject to enforced execution of administrative decisions regarding tax management will be subject to a temporary travel ban if their outstanding debt is 50 million VND or more and is overdue for more than 120 days.

For the legal representative of a business, cooperative, or cooperative union, the threshold is 500 million VND or more and the overdue amount must be overdue by more than 120 days. In addition, the regulation also applies to cases where a business address has been abandoned or individuals preparing to emigrate to settle abroad but have not yet fulfilled their tax obligations.

Mr. Nguyen Duc Huy stated that in the past period, the tax authorities have implemented a comprehensive range of solutions to disseminate information and warn taxpayers through mass media, open letters, the eTax Mobile application, and the tax sector's electronic portal.

In addition, the tax authorities also coordinate with immigration authorities to transmit and receive electronic data on temporary and canceled exit bans. As soon as the notification is electronically signed, the data will automatically be transferred to the immigration authorities to shorten processing time and ensure the legitimate rights of taxpayers after fulfilling their obligations to the state budget.

According to data from the tax administration system, the tax authorities have issued temporary travel bans to approximately 105,000 legal representatives of businesses and household business owners, with a total tax debt of nearly 61 trillion VND. Of these, about 65,000 cases involve individuals who are no longer operating at their registered addresses, with debts exceeding 6.9 trillion VND.

To date, the tax authorities have recovered tax debts from over 13,000 taxpayers, totaling more than 4 trillion VND. Notably, approximately 7,100 taxpayers who were not operating at their registered addresses proactively contacted the tax authorities to fulfill their tax obligations, amounting to nearly 100 billion VND, and had their temporary travel bans lifted as per regulations.

"The above results show that the measure of temporarily suspending exit from the country is one of the effective solutions to improve the legal compliance of taxpayers, while strengthening the effectiveness of tax management and contributing to creating an equal and transparent business environment," Mr. Nguyen Duc Huy commented.

The travel ban will be canceled in real time.
Regarding the issue of taxpayers being temporarily prohibited from leaving the country due to small tax debts, Mr. Mai Son, Deputy Director of the Tax Department, stated that after reviewing tax management data, the majority of reported cases involved individuals who had abandoned their business addresses and failed to notify the business registration authority and the tax authority as required.

Mr. Mai Son stated that the tax authorities have coordinated with local authorities to verify the business and its legal representative at the registered address; they have also sent notifications regarding tax debt status and contacted the business via the phone number and email address registered with the tax authorities.

Furthermore, before implementing the temporary travel ban, the tax authorities also send a 30-day prior notice to the electronic tax account of the business and its legal representative. The notice is also sent to the registered residential address and publicly announced on the tax authority's electronic portal.

According to Mr. Mai Son, these notices clearly state the amount of tax owed, the information of the managing department, the officer in charge, and contact phone numbers and email addresses so that taxpayers can proactively work with the authorities.

Deputy Director of the Tax Department Mai Son stated that incomplete reporting by some media outlets could lead to misunderstandings among the public regarding legal regulations, causing confusion at a time when the tax authorities are accelerating administrative procedure reforms and applying information technology to support taxpayers.

Mr. Mai Son emphasized that only after 30 days from the date of sending the notification, if the taxpayer does not contact the tax authorities or fulfill their tax obligations, will a notice of temporary travel ban be issued.

"Information from some media outlets has not fully reflected the actual events that occurred and the handling process by the tax authorities. The tax authorities proactively warned taxpayers, publicly disclosed information as required, and promptly canceled the temporary travel ban after taxpayers fulfilled their obligations," Mr. Mai Son said.

Notably, Mr. Mai Son further shared that in the coming time, the Tax Department will continue to coordinate with the Immigration Department ( Ministry of Public Security ) to research solutions to upgrade information technology applications in order to cancel temporary exit bans as quickly as possible, in real time, immediately after taxpayers fulfill their obligations to the state budget.

"If tax obligations are paid in real time, the tax software system will immediately record it; and simultaneously connect to relevant agencies such as the treasury, intermediary banks, and the Immigration Department, allowing citizens and businesses to leave the country immediately," emphasized Mr. Mai Son, Deputy Director of the Tax Department.

Referencing the policies of several countries around the world , China has also stipulated a travel ban for the legal representatives of businesses with tax debts, with a threshold of 200,000 RMB for organizations and 30,000 RMB for individuals; there is no threshold for businesses that have abandoned their business address, and there is no 30-day warning mechanism. In Indonesia, businesses with tax debts of 100 million Rupiah or more (approximately over 150 million VND), businesses that have abandoned their business address, do not respond after receiving a written enforcement order, or show signs of asset dissipation… will be banned from leaving the country.
