Dienbien.gov.vn - On the morning of April 24, the working delegation of the National Assembly's Ethnic Council of the 15th tenure, led by Comrade Quàng Văn Hương - Vice Chairman of the National Assembly, inspected and evaluated the results of the implementation of the National Target Program (NTP) on socio-economic development in ethnic minority and mountainous areas for the period 2021-2030, phase 1 from 2021-2025 (abbreviated as NTP 1719) in Quai Nua commune, Tuan Giao district. Accompanying the delegation to Dien Bien province were Comrade Lo Van Cuong - Vice Chairman of the Provincial People's Committee and representatives of leaders of a number of relevant departments and branches.

According to the district's report, in the period of 2021-2025, the District People's Committee has implemented 9 projects/10 sub-projects of the National Target Program on Socio-Economic Development in Ethnic Minorities and Mountainous Areas. With the total allocated capital of the Program in the period of 2021-2025 of over 603 billion VND, the capital disbursement rate reached 67.2% compared to the total allocated capital of the Program.

In recent years, thanks to the effective implementation of the National Target Program 1719, the district's socio-economic infrastructure has been strengthened; culture, education and health have developed strongly; the appearance of agriculture and rural areas has improved; the district has invested in the construction of a total of 43 infrastructure works from the Program's investment capital.

The political system from the district to the grassroots level has always been consolidated and improved, the quality of operations has been improved; national defense, security, and social order and safety continue to be maintained. The poverty rate in the district has decreased from 49.73% (in 2021) to 25.47% (by the end of 2024); The material and spiritual life of ethnic minorities has been improved. Initially, it has made an important contribution to the implementation of a number of socio-economic development goals in ethnic minority and mountainous areas, creating a clear change in ethnic minority areas.

At the meeting, the People's Committee of Tuan Giao district proposed that the Government, ministries and central agencies continue to expand the scope of implementation of Resolution No. 111/2024/QH15 on a number of specific mechanisms and policies to implement national target programs to the commune level. At the same time, continue to pay attention to and increase investment capital support for the district as well as communes in the district to invest in essential infrastructure to serve production and people's lives in ethnic minority and mountainous areas.

In Quai Nua, the District People's Committee has implemented 4 projects/10 sub-projects of the National Target Program for the period 2021-2025 in the commune, with a total allocated budget (career capital) of over 3 billion VND. With the goal of restructuring the agricultural sector, from the Program's capital, Quai Nua commune has mobilized the participation of the entire political system in developing Macadamia trees. Currently, the total area of Macadamia trees in Quai Nua commune is 1,032.19 hectares, in 2024, the whole commune will plant 258 hectares of new Macadamia trees with 579 households participating in planting 12/12 villages. Thanks to support from the Program, in the 2021-2025 period, infrastructure in particularly difficult villages has been significantly improved, initially meeting the needs of production development and serving the lives of ethnic minorities, especially the electricity system, roads, schools and stations have been invested in to meet the living needs of the people, students going to school, convenient for medical examination and treatment...

Speaking at the meeting, Vice Chairman of the Ethnic Council Quang Van Huong acknowledged the efforts of Tuan Giao district, especially Quai Nua commune, in organizing the implementation of the National Target Program 1719. At the same time, highly appreciating the district's direction in agricultural development, he emphasized that the district and communes need to continue to pay attention to developing effective project models suitable to local practical conditions, especially Macadamia, the main crop, the strength of the locality, along with that, developing fruit trees, industrial trees (coffee) ... promoting the propaganda of ethnic policies, investing in infrastructure, supporting people to access capital, applying technology to production, replicating effective models, creating livelihoods, contributing to improving people's lives. Regarding the recommendations and proposals of localities, the working delegation will receive and synthesize reports to submit to competent authorities for consideration in the coming time.
