Cultivating belief in escaping poverty.

Fostering the belief in escaping poverty: Ta Xi Lang has only 5 villages, but there are as many as 15 clusters of people scattered across rugged mountainous terrain. This dispersion is the biggest challenge to the local development. Overcoming geographical barriers, each cluster is writing its own story, but all share a common determination and will to escape poverty and achieve sustainable poverty alleviation.

In the central village of Xá Nhù in Tà Xi Láng commune, the "Green Roof" cluster is home to 28 Hmong households. The name evokes a time when the only house with a green corrugated iron roof in the area was the dream of many. Mr. Giàng Nỏ Hồ, a respected figure in the cluster, reminisced: "That name is no longer just a place name; it has become a goal we strive for. We want every house to be as spacious and sturdy as that one."

The determination to escape poverty, starting from the "Green Roof" hamlet, is spreading across all three hamlets of Xa Nhu, creating motivation for people to rise out of poverty and take control of their lives.

In the middle of Xa Nhu village, the family of Mr. Giang A Xa is busily completing their new, spacious house. Mr. Xa confided: “Although we still lack a little funding, I am determined to build a new house. I’ve worked in many places and seen people escape poverty, so why can’t we? I am determined to build a decent house and work hard to change my life.”

The aspiration to escape poverty in Xa Nhu is not just a thought or a wish, but is being realized through concrete actions. There are pioneers leading the village forward, such as Giang A De, the Party Secretary of Xa Nhu village. As the youngest Party Secretary in the commune, Giang A De was admitted to the Party at the age of 20 and has served as Party Secretary for six years. To set an example for the villagers in economic development, De has tirelessly undertaken various jobs. Besides growing rice and corn and raising local pigs, De has also learned to repair household appliances, electronics, and refrigeration equipment; and provides delivery services for the post office . With a stable economy, his efforts in promoting and mobilizing the villagers have become more effective. Xa Nhu village has 114 households, with 52 currently classified as poor.

"This year, 12 households in the village have escaped poverty. The number isn't huge, but it's a success for us," Giàng A Dê shared excitedly.

Aspirations have been rekindled, and determination has been strengthened. The most crucial aspect of poverty reduction in Ta Xi Lang is the need for sustainable livelihoods that are appropriate to the local reality.

Last Tet (Lunar New Year), the family of Ms. Sung Thi May in Ta Cao village sold four peach blossom trees, earning approximately 40 million VND. For people in the highlands, this is a significant income, enough for the family to realize their major plans. Based on this success, Ms. May and many other households in Ta Cao village began boldly changing their crop structure. Previously abandoned or poorly cultivated land is now being used to grow peach blossom trees for Tet. The villagers are delighted because peach blossom trees are easy to care for, have low risks, and yield high value at the right time for Tet.

In the highland villages of Ta Xi Lang, the question of what crops to grow and what livestock to raise to escape poverty has been a long-standing concern. Currently, new economic models such as cultivating medicinal plants, cinnamon, and Huang Sin Co (a type of medicinal herb), and developing commercial buffalo farming are being implemented in some villages, based on the natural conditions and farming practices of the local people.

Mr. Tran Van Hai, Chairman of the Farmers' Association of Ta Xi Lang commune, said: "The commune organizes visits for people to learn from experiences in localities with similar conditions, then selects suitable plants and animals to put into trial. When the model proves effective, the locality gradually encourages its replication, creating a ripple effect in the community."

From being hesitant, many households have changed their production mindset, proactively investing in economic development, contributing to improving their lives and gradually reducing their dependence on government support.

Currently, the locality is also implementing, step by step, the livelihood support projects under Project 3 of the National Target Program for socio-economic development in ethnic minority and mountainous areas for the period 2021-2025, in accordance with the correct procedures. "With a total allocated budget of 3.6 billion VND, the project for fattening buffaloes and breeding cows is expected to open a way out of poverty for many households in Ta Xi Lang," Mr. Tran Van Hai further shared.

Mr. Tran Binh Trong, Permanent Deputy Secretary of the Party Committee of Ta Xi Lang commune, said: “Ta Xi Lang is one of the localities in the core of poverty in the newly established Lao Cai province. The terrain is heavily fragmented, arable land is scarce, infrastructure is underdeveloped, and educational levels are uneven, resulting in a very high poverty rate in the commune. In this context, from the very beginning of the 2025-2030 term, the challenge of sustainable poverty reduction has always placed great pressure on the local Party committee, government, and people.”

The Party Congress of the commune set a target of reducing the poverty rate from 61.12% to approximately 10-11% by the end of the term. To achieve this goal, the commune outlined three breakthroughs: breakthroughs in human resources, infrastructure development, and agricultural development linked with tourism.

In this context, building a team of local officials, especially young officials and officials from ethnic minorities, is considered a key factor, bringing new vitality and strengthening the people's trust through the actions, responsibility, and effectiveness of each pioneering and exemplary official. Enthusiastic and dedicated officials will be able to contribute their intellect and offer suggestions to help localities find solutions to the problem of poverty alleviation.

Simultaneously, the locality is taking advantage of investment resources in electricity, roads, schools, and health stations, gradually removing infrastructure bottlenecks, creating conditions for production development and improving the quality of life for the people.

The national power grid has reached 4 out of 5 villages, with 62.8% of households using electricity; 100% of the population has access to clean water. During the period 2020-2025, the commune opened 16 km of new roads, concreted nearly 7 km of internal village roads, and reinforced over 5 km of irrigation canals.

Regarding the development of agriculture linked with tourism, the locality will still face many difficulties in 2025 due to the impact of natural disasters. However, agricultural and forestry production will remain stable, and tourism revenue will reach 7 billion VND, achieving 101.8% of the plan. In 2025, the commune will complete 22 houses for poor households facing housing difficulties under the provincial plan and 2 houses affected by Typhoon No. 9, helping people to settle down and feel secure in their work and production.

Tran Binh Trong, Deputy Secretary of the Party Committee of Ta Xi Lang commune, affirmed: Although the figures are still modest, the commune's determination to escape poverty has shown positive signs. By the end of 2025, the poverty rate in Ta Xi Lang will reach 50.12%, and the near-poverty rate will reach 9.31%; compared to 2024, the poverty rate will decrease by 10%.

Ta Xi Lang still faces many difficulties today, but the direction is gradually becoming clearer, and confidence is being built up day by day. With the unity of the Party committee, the government, and the people of all ethnic groups in the area, the aspiration to escape poverty in the Ta Xi Lang highlands is gradually being realized through concrete actions, helping this disadvantaged land to rise up.
