With its established foundation, potential, position, and international prestige, Vietnam is rising in the 21st century, aiming for two important goals and milestones: By 2030, the 100th anniversary of the founding of the Party, it will be a developing country with modern industry and a high-middle income; and by 2045, the 100th anniversary of the founding of the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam, it will become a developed country with a high income.
During his lifetime, President Ho Chi Minh always pondered how to build our country to be "more decent and more beautiful," "reaching the pinnacle of glory to stand shoulder to shoulder with the great powers of the five continents"... In his Last Will and Testament, he wrote: "My final wish is: that the entire Party and all the people of Vietnam unite and strive to build a peaceful, unified, independent, democratic, and prosperous Vietnam, and make a worthy contribution to the world revolutionary cause." Even today, 55 years after the implementation of his Last Will and Testament, the achievements are of fundamental significance; our country has never before possessed such a foundation, potential, position, and international prestige as it does today.

In recent times, in numerous articles and speeches at domestic and international conferences and forums, General Secretary To Lam has emphasized the concepts of "a new starting point," "a new era," and "the era of the Vietnamese nation's rise." This message is also a major orientation agreed upon by the 10th Central Committee Conference in the draft documents submitted to the 14th National Congress of the Party. In the article "Continuing to vigorously innovate the Party's leadership and governance methods, an urgent requirement of the new revolutionary stage," General Secretary To Lam stressed: "The country is facing a new historical moment, a new era, an era of the nation's rise." Speaking at the ceremony commemorating the 79th anniversary of the National Day of the Socialist Republic of Vietnam, General Secretary and President To Lam affirmed: "Vietnam will enter a new era, an era of the nation's rise, constantly striving and contributing even more to maintaining peace, stability, and development in the region and the world."

“In the context of a world situation presenting both opportunities and numerous difficulties and challenges, under the leadership of the Communist Party of Vietnam, upholding the spirit of “self-reliance, self-confidence, self-sufficiency, self-strength, and national pride,” taking national unity and sincere international solidarity as driving forces, strongly mobilizing the people's strength, and closely linking the Party's will with the people's aspirations as a foundation, Vietnam will certainly enter a new era, an era of national progress, constantly striving and contributing even more to maintaining peace, stability, and development in the region and the world...”.

Earlier, speaking at the meeting of the Subcommittee on Documents for the 14th Party Congress on August 27, General Secretary and President To Lam noted that, in order to further refine the draft Political Report to meet both quality and timeliness requirements, it is first necessary to unify understanding of the new historical starting point, the new era, the era of Vietnam's progress after 40 years of implementing the reform process; thereby having a correct understanding of the scale and historical significance of the 14th Party Congress and the Political Report presented to the Congress. In his speech at Columbia University on the occasion of attending the 79th session of the United Nations General Assembly High-Level Week and working in New York (USA), General Secretary and President To Lam raised many important points, affirming that, after nearly 80 years of nation-building and nearly 40 years of reform, under the comprehensive leadership of the Communist Party, Vietnam is standing at a new historical starting point, a new era - the era of Vietnam's progress. The tremendous and historically significant achievements of the reform process are the foundation for the Vietnamese nation's confidence in the future ahead. The concepts mentioned above reflect a consistent perspective in assessing the achievements, opportunities, and new context of the country, thereby creating motivation and confidence for the entire Party, army, and people, towards new goals. It can be seen that a "new starting point" is usually associated with a specific time marker, determined by significant events or changes in awareness and action. A "new era" or new period, on the other hand, is defined by crucial milestones, representing pivotal changes that strongly impact the country's development. Looking back at our country's history reveals such pivotal milestones. Under the leadership of the Communist Party of Vietnam , the August Revolution of 1945 opened a great turning point in the history of the Vietnamese nation, ushering in an era of national independence and progress towards socialism. On April 30, 1975, the victorious Ho Chi Minh Campaign ended the 30-year-long, arduous, fierce, yet glorious war of national liberation, ushering in a new era for the Vietnamese nation – an era of independence, freedom, national unity, and the building of socialism throughout the country. In 1986, the Party's reform policies marked the nation's determination to overcome the socio-economic crisis, leading the country into a new era of industrialization and modernization coupled with deep international integration.

Road infrastructure has been significantly improved, creating momentum for development.
The tremendous and historically significant achievements of the Doi Moi (Renovation) process are the foundation for the Vietnamese people's confidence in the future. From a backward economy, Vietnam has risen to become one of the top 40 economies, with a trade volume among the top 20 countries in the world, and is a crucial link in 16 free trade agreements (FTAs) connecting with 60 key economies in the region and globally. The economy in 2023 had grown 96 times compared to 1986 and is a bright spot recognized by the United Nations in achieving the Millennium Development Goals. From a state of isolation and besieged, Vietnam today has diplomatic relations with 194 countries, strategic partnerships and comprehensive partnerships with 30 countries, including all major powers and all five permanent members of the United Nations Security Council. It is an active member of ASEAN and more than 70 regional and international organizations, and has relations with 224 markets across continents. As of October 2024, Vietnam has established comprehensive strategic partnerships with eight countries. Previously, when facing economic crises and persistent famine, the only hope was for people to have food, clothing, and education. Today, with sufficient potential and standing, we are confident enough to speak of the rise and transformation of an economy and a nation with the resources, motivation, determination, and desire to conquer new historical milestones. With a spirit of independence, self-reliance, self-strength, self-confidence, and national pride, Vietnam is determined to realize President Ho Chi Minh's long-held goal of building a Vietnam that is "more decent and more beautiful," and striving to "stand shoulder to shoulder with the great powers of the world." With the strength and momentum we have achieved, it is clear that we are at a new historical starting point to enter a new era, an era of national progress. In this new era, Vietnam strives to successfully achieve the two centenary goals set by the 13th National Congress of the Communist Party of Vietnam. Specifically, by 2030, the 100th anniversary of the founding of the Party: To be a developing country with modern industry and a high middle income. By 2045, the 100th anniversary of the founding of the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam: To become a developed country with a high income. According to researchers, achieving a GDP per capita of approximately US$7,500-8,000 by 2030 is achievable during the 2026-2030 period. The target of an average per capita income of approximately US$18,000 by 2045 is also feasible during the 2030-2045 period. However, on the path to realizing these goals, we face many challenges and risks. Many economic bottlenecks remain unresolved, and the Vietnamese economy is highly open, subject to the complex and unpredictable impacts of the international situation. The Fourth Industrial Revolution creates significant opportunities for developing countries to catch up with wealthy nations, but also carries the risk of being left behind or becoming more dependent on them. Not to mention unpredictable challenges such as global economic and financial recession, natural disasters, and epidemics... In the face of these historically significant milestones, cadres, Party members, and the people are eagerly anticipating and expecting new, strong, and wise policies from the Party that will bring about breakthroughs. Therefore, at the meeting of the Subcommittee on Documents for the 14th Party Congress, General Secretary and President To Lam emphasized that the preparation of this Political Report is of great importance and must be of high quality, truly serving as a guiding basis for other documents, and even as a "guiding light" for future congresses.
