On June 2nd, the World Health Organization (WHO) announced that negotiations to reach a new global agreement to respond to future pandemics will be completed by 2025, or sooner if possible.
For two years, 194 WHO member states negotiated to build a binding framework for international pandemic prevention, preparedness, and response. This effort was spurred on after the Covid-19 pandemic claimed the lives of more than 7 million people, devastated economies , and paralyzed health systems worldwide. The WHO initially aimed to reach an agreement this week, but negotiations dragged on amid deep divisions between rich and poor countries on issues such as vaccine sharing and response measures. However, countries did reach a consensus on a revised International Health Regulations (IHR), which would update existing health rules to be legally binding.
In a statement, WHO Director-General Tedros Adhanom Ghebreyesus stated: “The historic decisions made today reflect the shared desire of member states to protect people from common risks in public health emergencies and future pandemics.”
