
According to the Department of Health , the policy of free periodic health check-ups applies to Vietnamese citizens actually residing in Ho Chi Minh City, including those with permanent and temporary residence registrations, whose residence information has been verified through the national database and the VNeID application.
Every citizen is entitled to a free periodic health check-up. However, the funding for medical facilities to conduct these check-ups will be allocated differently depending on the target group, in accordance with the law and city policies.
The identification of beneficiaries is based on actual residential information, health insurance participant codes, and electronic identification data, ensuring that the correct beneficiaries are identified, that the process is transparent and open, and that people's rights are fully protected when participating in the program.
To ensure the quality and consistency of the free periodic health check-up program for citizens, Ho Chi Minh City only selects hospitals, medical centers, and clinics that fully meet the conditions stipulated by the Ministry of Health regarding health check-ups. These facilities must be assessed by the Department of Health regarding personnel, equipment, infrastructure, professional procedures, and data management capabilities before being announced as eligible to participate in the program.
Local residents will be notified, guided, or invited to receive examinations at mobile health check-up points located within the commune, as arranged by the commune People's Committee.

In addition, people can also go to 68 qualified medical facilities listed below to receive free periodic health check-ups.
When participating in free routine health check-ups, citizens need to prepare a phone logged into the VNeID application or a chip-embedded citizen identity card so that the health facility can easily verify information, complete the record, and update electronic health data.
Currently, health check-up results are updated by health facilities onto the Community Health Management Platform and synchronized with the Ho Chi Minh City Digital Citizen application, allowing people to conveniently look up and monitor their health status. Furthermore, upon guidance from the Ministry of Health, health check-up results can also be integrated into the Electronic Health Record through the VneID application.
If abnormal results are detected or further monitoring is needed, the health facility will proactively call or send a message guiding people to appropriate medical facilities for timely consultation, examination, and treatment.
Health check-up results and consultations will be provided to citizens by healthcare facilities within 24-48 hours after the completion of the health check-up. Citizens can download the Ho Chi Minh City Digital Citizen app from the App Store or Google Play, then log in using their electronic identity account to track their health check-up results, examination history, and related healthcare information.
According to the Department of Health, knowing which group people belong to, where to get examined, what to prepare, and how to receive results will help make the free health check-up process smoother for both people and medical facilities. Having this information clearly identified from the outset will support data collection and verification, payment to medical facilities, and ensure that people receive their full rights as stipulated.
