Here, Mr. Truong Cong Thai addressed several issues related to information reported by the press, such as delays in issuing land ownership certificates, delays in promoting teachers to higher professional ranks, and illegal brick kilns.
Regarding the "bottlenecks" encountered recently, Vice Chairman Truong Cong Thai acknowledged: "Every department has a hundred and one tasks. The key lies with the head of each department; we must review the work to provide timely guidance. We cannot blame subjective or objective factors."
Specifically regarding policies and regulations for officials and employees, Mr. Thai requested that departments focus on implementation to ensure their rights: "When legal regulations related to the lives of each official and employee are issued, timely advice and proposals must be made. Do not use the excuse of insufficient provincial resources, as funding for this is always guaranteed. In the near future, the province has allocated 400 billion VND to implement Resolution 72 on health check-ups for citizens," Mr. Thai said.
Further elaborating on the reasons for delays in resolving entitlements and policies for officials and employees in some departments, sectors, and localities, Mr. Thai said that if they haven't been able to do it, they should acknowledge their shortcomings and work to rectify them.
"The leader must multitask, not just finish one task before moving on to the next; they must simultaneously 'carry a baby while grinding rice.' There's no excuse that the two levels of local government have too much work," Mr. Thai instructed.
Regarding the arrangement and operation of the two-tiered local government apparatus, Mr. Thai informed that the province is reviewing nearly 40 redundant deputy directors of departments and agencies. In the coming time, the Provincial Party Committee will consider transferring them to localities and assigning them suitable positions.
