Socializing funding for the collection and DNA testing of martyrs: Transparent - Practical - Right for the right subjects

Social mobilization associated with political responsibility and human sentiment

At the online conference to review 1 year of Plan No. 356/KH-BCA-C06 on the implementation of DNA sample collection for relatives of unidentified martyrs nationwide, on the afternoon of July 25, Major General Nguyen Huu Manh - Director of Ninh Binh Provincial Police said that Ninh Binh currently has 44,694 martyrs, of which 27,280 martyrs have unknown information and graves.

Over the years, imbued with the ethics of "When drinking water, remember its source" and "Repaying gratitude", the Party Committee and Director of Ninh Binh Provincial Police always identify the work of caring for families of martyrs and people with revolutionary contributions as a political responsibility and sacred sentiment of officers and soldiers of the People's Police in general and Ninh Binh Provincial Police in particular.

In particular, organizing the work of collecting and testing DNA to determine the identity of martyrs is a responsibility, a sacred act to show gratitude to the martyrs who sacrificed for the Fatherland. With specific and practical actions, up to now, the Provincial Police have updated 100% of the data of martyrs with unknown information into the National Population Database; collected 9,412 DNA samples of relatives of 6,061 martyrs; of which Department C06 allocated 904 samples, the province proactively collected 8,508 samples using socialized funding.

From practical implementation, the Director of Ninh Binh Provincial Police shared some outstanding experiences and results in the work of mobilizing socialization to serve the collection of DNA samples for relatives of martyrs whose identities have not been determined.

‎Since the Ministry of Public Security issued the Plan on DNA collection for relatives of unidentified martyrs, Ninh Binh Provincial Police proactively reported and advised the Provincial People's Committee to issue a directive document: Assign the Provincial Police to preside over and coordinate with the Department of Home Affairs and other departments, branches and localities to implement. Thanks to that, it has created high consensus and unity throughout the entire political system, which is an important basis for mobilizing socialized resources.

In addition, the Provincial Police Department directed to promote propaganda and mobilization work to raise people's awareness. Directed relevant professional departments and commune-level police to closely coordinate with the Propaganda Department, Provincial Newspapers, Radio and Television Stations, mass organizations... to widely propagate the meaning and purpose of DNA collection and identification work, assigning officers to directly meet with martyrs' families to mobilize and explain clearly and thoroughly. Thanks to that, it has created trust and voluntary response from the people, especially the families of martyrs' relatives.

The commune-level police are a force close to the people, assigned to review and verify information; update the database and coordinate with medical staff to collect biological samples. Therefore, it is necessary to assign prestigious and experienced officers to directly take charge of propaganda and mobilization work to increase the effectiveness of persuasion.

According to Major General Nguyen Huu Manh, the work of mobilizing social resources is carried out according to the motto: "Transparent - Practical - Right target". Specifically, it is to mobilize contributions from businesses, organizations and individuals in the province; connect with businesses with sufficient capacity to collect DNA samples to reduce appraisal costs; ensure accuracy and objectivity.

Individuals, organizations and businesses that directly support funding and sign contracts with testing companies demonstrate the use of socialized resources for the right purposes, openly and objectively, creating trust for the community and businesses.

Up to now, the whole Ninh Binh province has mobilized nineteen billion one hundred and thirty million VND (of which, officers and soldiers of the provincial police voluntarily contributed one billion seven hundred and twenty million VND) to serve the collection and appraisal of 8,508 biological samples equivalent to 6,061 martyrs' relatives.

"The provincial police are continuing to coordinate with Department C06 and relevant units to compare and identify the martyrs' identities, to determine their graves, and to help ease the pain of their families and relatives," said Major General Nguyen Huu Manh.

To achieve the above results, Director of Ninh Binh Provincial Police Nguyen Huu Manh also said that Ninh Binh Provincial Police have drawn some lessons. That is, it is necessary to combine social mobilization work with political responsibility, exemplary behavior, and strong direction from Party committees and leaders at all levels.

We must closely follow the grassroots and understand the thoughts and aspirations of martyrs' relatives in order to have appropriate propaganda and mobilization methods.

In addition, there needs to be a close and clear inter-sectoral coordination mechanism, especially between the Police - Department of Home Affairs - Army in the work of reviewing and verifying the number of unidentified martyrs and their relatives.

Finally, there must be transparency in receiving, using and publicizing test results to create trust and spread in society.

"The war has gradually receded, but the pain still exists, especially for the families of martyrs. As long as the remains of martyrs have not been found and their information has not been identified, we will still be troubled and tormented.

With all responsibility, sentiment and political determination, in the coming time, Ninh Binh Provincial Police will continue to strive, closely coordinate with relevant units of ministries, branches and localities to do a good job of searching, collecting and identifying martyrs' remains," Major General Nguyen Huu Manh emphasized.

Focus on searching, collecting remains and identifying martyrs with missing information

Director of Ninh Binh Provincial Police Nguyen Huu Manh said that in the coming time, he will focus on leading and directing the active and effective implementation of a number of important contents.

Firstly, continue to advise the Provincial Party Committee and the Provincial People's Committee to direct departments, branches and localities to implement; at the same time, proactively promote propaganda work to implement the policy of searching, collecting remains and identifying martyrs with missing information; mobilize organizations and people to provide information and coordinate in searching for information on relatives of martyrs with unknown identities.

Second, continue to review, verify, and supplement information on martyrs and martyrs' graves; compare, clean, and supplement information, and enter data on people with meritorious services into the National Population Database system.

Third, advise the Provincial People's Committee to support funding for implementation and continue to mobilize individuals, organizations, and businesses to sponsor the collection of DNA samples from relatives of martyrs in the province and test bone samples to analyze DNA of remains of martyrs with unknown information.

Fourth, regularly pay attention to implementing policies for people with meritorious services and the "Repaying gratitude" movement, especially caring for and supporting Vietnamese Heroic Mothers and Mothers of Martyrs who are still alive.
