According to the draw results for the 2023 Southeast Asian U23 finals, U23 Vietnam is in the same group with U23 Philippines and U23 Laos. This group is considered easy for U23 Vietnam.
The competition format of the U23 Southeast Asian Championship this year has changed. The organizing committee decided to divide the teams into 3 groups, instead of 2 groups like previous years. Of which, 2 groups have 3 teams and 1 group has 4 teams. The organizing committee also placed 10 teams into 3 seed groups. Seed group 1 includes U23 Vietnam (reigning champion), Thailand (reigning runner-up) and Timor Leste (third place).

Group 2 includes Cambodia, Malaysia and the Philippines. Group 3 includes Brunei, Indonesia, Laos and Myanmar. U23 Vietnam is in Group C. Group A includes U23 Thailand, U23 Cambodia, U23 Brunei and U23 Myanmar. Group B has U23 Timor Leste, U23 Malaysia and U23 Indonesia.
The top three teams and the best runner-up will advance to the semi-finals. The two semi-final winners will advance to the final, while the two losers will play a third-place match. The 2023 Southeast Asian U23 Championship will be held in Thailand from August 17 to August 26, 2023.
The Vietnam Football Federation decided to send the U20 team to participate in this tournament. This was the initial plan of the VFF to help the U20 Vietnam team have more opportunities to compete and compete. The U20 Vietnam team was also sent to participate in the 19th Asian Games in Hangzhou, China in September.
