The 14th National Congress of the Party was identified as the congress that would usher the entire nation into a new era – an era of peace, independence, democracy, prosperity, civilization, and happiness. In his report at the opening session of the Congress, General Secretary To Lam affirmed: "The 14th National Congress has the historical responsibility of establishing foundational policies to successfully achieve the two strategic goals of the country's 100-year period."
Constant innovation
Looking back at the 96-year history of the Communist Party of Vietnam and the past 40 years of reform, never before has the nation's aspiration for progress been so clearly and decisively defined as at this Congress. General Secretary To Lam emphasized the lofty goals of the 14th Congress: maintaining a peaceful and stable environment; developing the country rapidly and sustainably, and firmly protecting the Fatherland; comprehensively improving and enhancing the people's lives; achieving strategic autonomy, self-reliance, and confident progress in the new era of the nation; successfully achieving the goal of becoming a developing country with modern industry and high middle income by 2030; realizing the vision of becoming a developed country with high income by 2045, for a peaceful, independent, democratic, prosperous, civilized, happy Vietnam, steadily advancing towards socialism.
"The overarching spirit of the 14th Party Congress term is: strategic autonomy, seizing opportunities, working together in unity, overcoming all challenges, strongly igniting the aspiration for development; transforming will into action, turning decisions into concrete results; saying is doing, doing immediately, doing correctly, doing decisively, doing to the end, and doing effectively," General Secretary To Lam affirmed.
In this context, "strategic autonomy" is not just a slogan but a guiding principle for all policy decisions. To achieve this, the unified viewpoint demanded by the 14th Party Congress is to steadfastly adhere to principled issues; at the same time, it is necessary to closely follow reality, constantly innovate and reform to develop the country rapidly and sustainably.

Unwavering spirit is the political fortitude, a continuation of historical progress and lessons learned from the reform process, and a strong commitment of the Party to remain steadfast in its goal of national independence linked with socialism under any circumstances, to remain steadfast on the path of self-reliance, self-determination, and self-strengthening, always placing national and ethnic interests above all else, and placing the well-being and happiness of the people at the center.
According to the General Secretary, the need for innovation is a requirement of our time. "Without innovation and reform, we cannot achieve breakthroughs, we cannot compete, and we cannot develop. We must continue to innovate our thinking, our development models, our growth models, and our methods of implementation, so that the correct policies become concrete results in life," the General Secretary stated.
Historic decision
According to General Secretary To Lam, the 14th Party Congress is a congress of innovation in thinking about development and construction, linked to a new vision. This vision is not limited to just one congress term, but is a "century-long vision," reaching 2045, or even further.
With a vision for 2045, the 14th National Congress set challenging goals: striving for an average GDP growth rate of 10% or more per year during the 2026-2030 period; and achieving a per capita GDP of approximately US$8,500 per year by 2030. To achieve these long-term strategic goals, General Secretary To Lam emphasized that we must "not rest on our laurels" but instead "face the truth, accurately assess the situation" to resolutely innovate thinking, improve institutions, and enhance national governance capacity. We must innovate development thinking, innovate growth models, and change our way of thinking and doing things.

With that spirit, the 14th National Congress adopted major policies, decisions, and directions, key tasks, and strategic breakthroughs to build and develop the country rapidly and sustainably. According to General Secretary To Lam, the three strategic breakthroughs identified at the 13th National Congress are significant for the entire 2021-2030 period, but entering the term of the 14th National Congress, the requirement is to implement them strongly, quickly, and thoroughly, because these are the decisive levers for the country's breakthrough.
Regarding institutions and implementation, the General Secretary emphasized the need for comprehensive legal reform; improving the quality of policies; strengthening enforcement discipline; ensuring that all policies have a roadmap, resources, and mechanisms for monitoring implementation; and promoting administrative reform, decentralization, and delegation of power, using the quality and efficiency of service to the people and businesses as a measure of success.

Regarding breakthroughs in human resources, especially high-quality human resources linked to science, technology, and innovation, the General Secretary noted the need for fundamental and comprehensive reform of education and training; linking training with the needs of the labor market; strengthening digital capabilities; and forming a team of excellent managers, experts, entrepreneurs, scientists, and highly skilled technical workers to meet the requirements of the country's breakthrough development.
Regarding infrastructure, according to the General Secretary, the 14th National Congress emphasized the need to prioritize strategic transportation infrastructure, energy infrastructure, urban infrastructure, telecommunications infrastructure, especially digital infrastructure and data infrastructure; develop infrastructure that adapts to climate change; expand development space according to the national master plan, ensuring regional and local linkages, and connectivity with the region and the world.
"These three breakthroughs are organically related. Institutions pave the way; human resources determine speed and quality; and infrastructure creates space and momentum. If we do them synchronously, we will create new momentum and a new advantage; if we do them half-heartedly, we will lose opportunities," the General Secretary pointed out.
Putting the people first
Every historical decision for the 100-year strategic goal is directed towards a single objective: bringing prosperity and happiness to the people. Responding to the press at an international press conference following the closing session of the 14th National Congress on January 23rd, General Secretary To Lam affirmed: "The Party's goal is to improve the people's lives; there is no other goal besides this."
The overarching idea in the documents of the 14th National Congress of the Communist Party of Vietnam, and the source of strength for the Vietnamese revolution, has been encapsulated in the truth: "The people are the foundation." The people are the center, the subject, the goal, the driving force, and the resource of development. All policies and guidelines must aim to improve the material and spiritual lives of the people; the satisfaction of the people should be the highest measure of all decisions; the people's right to self-governance must be guaranteed; and the people must be respected, listened to, and relied upon.
General Secretary To Lam affirmed that the Party must be closely connected with the people, wholeheartedly serve the people, be subject to the people's supervision, and be accountable to the people for all its decisions. The General Secretary also noted that the people's trust in the Party does not come from words, but from actions, from the impartiality and integrity of officials, from the efficiency of the apparatus, from fairness in benefits, and from the results of protecting the legitimate rights and interests, and promptly and thoroughly resolving the legitimate concerns of the people and businesses.
Entering a new stage of national development, it is even more crucial to focus on building a strong foundation of public support. A solid foundation of public support leads to strong national defense and security; a solid foundation of public support ensures that reforms can be carried out effectively. With a solid foundation of public support, any difficulty can be overcome, and any challenge can be resolved, as President Ho Chi Minh taught: "A hundred times easier without the people's support, nothing can be achieved; a thousand times harder with the people's support, everything can be accomplished."
The General Secretary requested: "Every delegate attending the Congress, every cadre and Party member nationwide, when studying the documents, should ask themselves: What benefit does this bring to the people? Will it increase the people's trust? Will it improve the people's lives? Will it make the country stronger and richer? If the answer is unclear, further refinement is necessary, because every decision is only meaningful when it is supported and approved by the people and brings tangible benefits to them."
This ideology is concretized by the stringent requirements for the Party's strategic cadre. Speaking on behalf of the 14th Central Committee before the Congress, the General Secretary emphasized: "The 14th Central Committee will work with the highest spirit of exemplary conduct, matching words with actions, seeing things through to the end, and working for the people quickly, correctly, and effectively with leadership and organizational capacity. The effectiveness of serving the people is the measure of the leadership capacity, prestige, and honor of each member of the 14th Central Committee."
Acting in unity
One of the Party's biggest concerns throughout its various terms has been the implementation phase. The General Secretary frankly acknowledged the painful lesson learned: "The implementation phase has always been the weak point; resolutions are excellent, but putting them into practice is very difficult." Therefore, the overarching message of the 14th Party Congress is to act decisively with the spirit of "talk less, do more, and see it through to the end."
The General Secretary stated that the 14th National Congress emphasized the need for action, highlighting the responsibility of each level, each sector, and each official; resolutely overcoming the situation of "talking much but doing little," "saying well but doing poorly," or even "saying not matching doing"; lack of inspection and supervision; setting high goals but implementing them slowly and with low effectiveness.
To translate determination into results, intense focus is needed to concretize the document into programs and plans with clear objectives, measurable targets, deadlines, and specific responsibilities; everyone must be held accountable to the end; we must avoid situations where "everyone's responsibility is no one's responsibility" or "responsibility is passed around." "The closer we get to the beginning of a term, the more urgent, decisive, thorough, and complete the work must be," the General Secretary emphasized.
The General Secretary emphasized the need to establish mechanisms for regular and unscheduled inspection, supervision, and evaluation; resolutely address stagnation, avoidance, and shirking of responsibility; promptly reward those who perform well; and effectively protect those who dare to think, dare to act, and dare to take responsibility for the common good. He stressed the importance of mobilizing and utilizing resources effectively; practicing thrift and combating waste; focusing investment on key areas; avoiding scattered investments; not chasing trends; and preventing losses and waste that erode trust, social resources, and hinder the country's progress.
Every agency, unit, organization, and individual should begin with the most concrete tasks, contributing to the daily development of our country; the daily prosperity and happiness of our people; and the daily growth and strength of Vietnam, enabling it to stand shoulder to shoulder with the world's leading powers, as President Ho Chi Minh always wished.
Simultaneously, we must implement a culture of public service that is honest, professional, and scientific; prioritize the satisfaction of citizens and businesses; use data and results as the basis for evaluation; resolutely prevent corruption; and increase transparency and accountability. "Implementation must be linked to discipline. Party discipline must come first. The rule of law must be strictly enforced. All power must be controlled. All responsibilities must be clearly defined. All wrongdoings must be dealt with, and all genuine efforts for the people and the country must be recognized and protected," the General Secretary affirmed.
The 14th National Congress has ushered in a new era of national development. The launching pad has been established, and the "historical clock" is ticking down decisive hours. Now is the time for the entire Party and the entire people to transform will into action, to realize the aspiration for prosperity as General Secretary To Lam affirmed: "Every agency, unit, organization, and individual should begin with the most concrete tasks, contributing to the development of our country day by day; our people becoming more prosperous and happy day by day; Vietnam becoming stronger day by day, standing shoulder to shoulder with the great powers of the world as President Ho Chi Minh always wished."
