At the price adjustment meeting on November 20th, the Ministry of Industry and Trade and the Ministry of Finance decided not to allocate funds to or use the Price Stabilization Fund for all petroleum products.
Accordingly, the retail prices of E5 RON 92 and RON 95 III gasoline were adjusted down by 37 VND/liter and 34 VND/liter respectively, to 19,807 VND/liter and 20,542 VND/liter. While diesel and fuel oil decreased by 38 VND and 335 VND respectively to new prices of 19,826 VND/liter and 13,739 VND/kg, kerosene was adjusted up by 353 VND/liter to 20,288 VND/liter.

According to the inter-ministerial report, the global oil market experienced fluctuating price increases and decreases depending on the product from November 13-19. Several key factors influencing world oil prices include the OPEC+ agreement to slightly increase production in December 2025, the forecast that global supply will meet demand in 2026, and the ongoing military conflict between Russia and Ukraine.
This development has led to varying changes in global petroleum product prices. Data from the Ministry of Industry and Trade shows that the average price of RON 92 and RON 95 gasoline worldwide decreased slightly by about 0.3%. Conversely, the price of refined kerosene increased by as much as 2.05%, which is the main reason for the sharp increase in domestic kerosene prices. Meanwhile, global diesel and fuel oil prices also recorded a decrease.
The Ministry of Industry and Trade stated that this price adjustment aims to ensure that domestic gasoline and diesel prices closely follow global developments, harmonize the interests of all market participants, and maintain a reasonable difference between E5 RON 92 bio-gasoline and RON 95 mineral gasoline to encourage people to use clean fuel.
