At the operating session on November 20, the Ministry of Industry and Trade - Ministry of Finance decided not to set aside and not to use the Price Stabilization Fund for all petroleum products.
Accordingly, the retail prices of E5 RON 92 and RON 95 III gasoline were adjusted down by VND37/liter and VND34/liter to VND19,807/liter and VND20,542/liter, respectively. While diesel and fuel oil decreased by VND38 and VND335 to the new prices of VND19,826/liter and VND13,739/kg, respectively, kerosene was adjusted up by VND353/liter to VND20,288/liter.

According to the joint ministries, the world oil market from November 13 to 19 has seen mixed increases and decreases depending on the product. Some of the main factors affecting world oil prices include OPEC+ agreeing to slightly increase production in December 2025, forecasting that global supply will meet demand by 2026, and the ongoing Russia-Ukraine military conflict.
This development has caused the world's finished petroleum prices to change differently. Data from the Ministry of Industry and Trade shows that the average world price of RON 92 and RON 95 gasoline decreased slightly by about 0.3%. In contrast, the price of finished kerosene increased by 2.05%, which is the main reason for the sharp increase in domestic prices of this item. Meanwhile, the world price of diesel and fuel oil also recorded a decrease.
The Ministry of Industry and Trade said that this price adjustment decision aims to ensure that domestic gasoline prices closely follow world developments, harmonize interests among market participants, and maintain a reasonable difference between E5 RON 92 bio-fuel and RON 95 mineral gasoline to encourage people to use clean fuel.
