Digital transformation at the commune and ward level is not just about digitizing records, but also about changing the methods of management, administration, and public service delivery towards transparency, efficiency, and a people-centered approach. Therefore, the scientific and technological capacity of grassroots officials becomes a key factor.
In practice, commune and ward officials are currently facing an increasingly large, diverse, and complex workload, while resources remain limited. Implementing digital government models, applying data, artificial intelligence, or digital platforms to administrative management requires officials to possess not only specialized knowledge but also proficiency in digital skills. However, in many places, the level of information technology is uneven, and skills in using software and exploiting data are limited, leading to low effectiveness in digital transformation.

According to Nguyen Huy Sac, Secretary of the Party Committee and Head of the Steering Committee for Science and Technology Development, Innovation, and Digital Transformation in Son Vi commune: The commune identifies training and professional development as a key and continuous task; it organizes in-depth training courses, combining online and in-person training, helping officials easily access and improve their skills effectively; the goal is to gradually popularize science and technology knowledge for 100% of commune officials and civil servants.
Director of the Lam Binh Commune Public Administrative Service Center, Ly Van Lam, shared: "In order to enhance science and technology for officials and civil servants, the center focuses on building a core team of officials capable of guiding and supporting colleagues in applying science and technology to their work; promoting the application of technology platforms suitable to the local conditions or new technologies such as artificial intelligence in processing documents, supporting automated responses or data analysis to reduce the workload for officials, while improving the quality of service to the people."
Driving force for sustainable development
Comrade Bui Van Thang, Director of the Center for Science and Technology and Innovation under the Department of Science and Technology, affirmed the leading role in guiding localities to implement digital transformation synchronously and effectively. The Center has proactively advised on the issuance of documents such as Plan 34 and 59/KH-SKHCN in 2025 to standardize infrastructure, popularize "digital literacy" and apply AI to administrative management, fundamentally changing the awareness of grassroots officials; directly managed and ensured the smooth operation of the three-level online conference system; managed more than 11,000 official email accounts and updated digital signatures for over 3,200 organizations and individuals.

These efforts ensure that the flow of electronic information is always secure, transparent, and seamless. Along with this, under close guidance, models such as the Intelligent Operations Center (IOC), digital government at the commune level, and community digital technology teams have been vigorously implemented. This ecosystem not only modernizes governance but also narrows the gap between the government and citizens and businesses. In addition, the center has organized intensive digital skills training for over 2,000 officials and civil servants.
Enhancing the scientific and technological capacity of commune and ward officials is not only an immediate requirement but also a long-term, strategic task. This is the "key" for Tuyen Quang province to promote digital transformation from the grassroots level, build an effective digital government, and better serve the people. When each grassroots official becomes a "digital official," proficient in technology and proactive in innovation, digital transformation will no longer be a slogan, but a real driving force for the sustainable development of the locality.
