Deputy Prime Minister Nguyen Chi Dung signed Decision No. 25/2025/QD-TTg dated July 22, 2025 regulating the establishment of a database and online reporting regime on the System in monitoring and evaluating national target programs.
This Decision regulates the construction, management, exploitation and use of data in the database of national target programs; the business process for implementing the reporting regime on information systems to create data in the database of national target programs.
Building a database of national target programs at the Ministry of Finance
The Decision provides specific regulations on the construction of a database of national target programs. Accordingly, the design and construction of a database of national target programs at the Ministry of Finance to unify the connection and integration of data from information systems related to the management of national target programs.
The Decision clearly states: Establish the System and design, build tools and integrated functions on the System to integrate information and data from information systems: National information system and database on public investment, National target program management information system and other related information systems.
Collect, standardize, enter data; store, secure, and ensure information safety in the National Target Program Database.
Data extracted from the database of national target programs has official use value.
The Decision also specifically regulates the management, exploitation and use of databases of national target programs.
Regarding the management of the database of national target programs, the Decision stipulates that the Ministry of Finance is responsible for managing, connecting, integrating, and sharing data information from the database of national target programs with the National Reporting Information System, the Government 's Command and Operation Information Center, the Prime Minister, and other relevant information systems.
Data management and administration activities in the database of national target programs are carried out in accordance with Government regulations on management, connection and sharing of digital data of state agencies.
The subjects exploiting and using data in the database of national target programs are state management agencies at all levels exploiting and using data in the database of national target programs to serve state management activities according to their authority, scope, and management field. At the same time, agencies, organizations, and individuals have the right to exploit and use data in the database of national target programs according to their management scope and comply with the provisions of law on information technology, electronic transactions, network information security, network security, and access to information.
Data is searched and exploited from the database of national target programs with official usage value, equivalent to paper documents in activities related to state management of national target programs.
Data in the database of national target programs is the original reference for searching and exploiting to carry out procedures related to the management and implementation of national target programs at all levels.
Five reporting business processes to create a database of national target programs
In addition, the Decision also specifically stipulates 5 business processes for implementing the reporting regime on information systems to create data in the database of national target programs, including:
Firstly, the business process of establishing, assigning, and adjusting medium-term public investment plans and the 5-year state budget capital level of national target programs on information systems;
Second, the business process of establishing, assigning, adjusting goals, tasks, estimates, and annual state budget public investment plans and extending the implementation time, disbursing estimates and annual state budget public investment plans for national target programs on information systems;
Third, the business process of reporting the results of drafting management documents, operating and organizing the implementation of national target programs at all levels and related documents on information systems;
Fourth, the business process for reporting the implementation status of national target programs periodically every month on information systems;
Fifth, the business process for reporting on the implementation of national target programs every 6 months, 9 months, the whole year, mid-phase, end-phase or ad hoc on information systems.
This Decision comes into force from September 15, 2025.
