Construct an emergency project to replenish water from the Red River into the To Lich River.

Kinhtedothi - Hanoi City has agreed on a plan to replenish water from the Red River into the To Lich River to improve the environment.

On January 8, 2025, the Office of the People's Committee of Hanoi City issued Notice No. 10/TB-VP regarding the conclusions and directives of the Chairman of the People's Committee of Hanoi City at the meeting to hear reports on the implementation of the emergency water replenishment project from the Red River into the To Lich River to improve the environment and the transportation projects around West Lake.

Accordingly, regarding the plan to replenish water from the Red River into the To Lich River, the Chairman of the Hanoi People's Committee concluded: The plan for the water pipeline route from the culvert through the dike towards Vo Chi Cong Street, bringing water into the To Lich River at the location of the culvert crossing Hoang Quoc Viet Street (Option 1 - the chosen option), is approved. Attention should be paid to the location of the water collection pumping station on the Red River to ensure safe elevation during floods and the quality of the water supplied to the To Lich River. The Department of Construction is tasked with coordinating with the Hanoi People's Committee Office to discuss with the Government Office to clarify related issues and report to the Prime Minister for approval to implement the emergency water replenishment project from the Red River into the To Lich River. Vice Chairman of the Hanoi People's Committee Nguyen Trong Dong is tasked with directing the study and selection of a suitable water pipeline construction plan, ensuring the project's progress as directed by the City Party Secretary in Notice No. 2015-TB/TU dated December 19, 2024, of the City Party Committee.

The Department of Construction is tasked with leading and coordinating with the Department of Agriculture and Rural Development and the City's Project Management Board for Investment in Technical Infrastructure and Agriculture to urgently study the construction of a diversion dam (T-shaped dam; at the confluence of the To Lich River near Long Quang Pagoda, Thanh Tri District) in conjunction with the project to replenish water from the Red River into the To Lich River. This is to meet objectives such as retaining water to replenish the To Lich River during the dry season and preventing water to support drainage for the Nhue River during the rainy season and storms.

Previously, on December 19, 2024, the People's Committee of Hanoi City issued Official Letter No. 4287/UBND-ĐT reporting to the Prime Minister on the policy of investing in the construction of an emergency project to replenish water from the Red River into the To Lich River in order to improve the environment.
