The General Secretary stated that 2024 is a pivotal year of great significance to strive to successfully implement the Resolution of the 13th National Party Congress and the Resolution of the 11th National Party Congress of the Army. This is also the year of many major events, including the 70th anniversary of the historic Dien Bien Phu Victory, the 80th anniversary of the founding of the Vietnam People's Army and the 35th anniversary of the National Defense Day in a context where there are forecasted more difficulties and challenges than advantages.
General Secretary Nguyen Phu Trong requested that the Central Military Commission continue to better perform its strategic advisory function to the Party and State on military and national defense; closely and effectively deploy the implementation of the 13th Central Committee's Resolution 8 on the Fatherland Protection Strategy in the new situation, in sync with strategies in the military and national defense fields and resolutions on socio-economic development strategies, ensuring national defense and security in the country's 6 economic regions.

“Improve strategic forecasting capacity, grasp the situation and advise the Party and State on appropriate countermeasures to firmly protect the Fatherland. Absolutely do not be subjective, lose vigilance, and do not be passive or surprised. Continue to advise on the promulgation of military and defense policies and legal documents to meet the requirements and tasks in the new situation; pay attention to organizing, leading and directing the implementation to quickly put military and defense policies and guidelines into practice. This is not just an immediate issue but a long-term, strategic issue,” the General Secretary emphasized.
The General Secretary proposed to synchronously and effectively deploy solutions to improve the overall quality and combat strength of the Army; perform well the core role in building a national defense for all people, promote the combined strength of the entire political system and the entire people in building a strong national defense for all people. Resolutely implement the adjustment of the Army's organization in 2024 with the requirement to organize the force in the direction of being lean, compact, and strong, so that by 2025, the goal of "lean, compact, and strong" will be basically completed, creating a solid foundation, striving to build a revolutionary, disciplined, elite, and modern People's Army by 2030. The implementation process must be strict, certain, not subjective or hasty. The organization adjustment must create confidence, momentum, and new strength for the Army to successfully complete all tasks.

Regarding the building of a truly clean, strong, exemplary military Party organization, setting an example in all aspects, General Secretary Nguyen Phu Trong emphasized that the Central Military Commission needs to pay special attention to building a strong cadre team; directing the implementation of cadre work well at all stages and steps to prepare for party congresses at all levels; strictly implementing the Politburo's Regulations on controlling power and preventing and combating corruption and negativity in cadre work. Party committees and organizations at all levels need to continue to thoroughly grasp and seriously implement the principles of organization and operation of the Party, especially the principle of democratic centralism; strictly implement the working regulations of the Party committees. Because, implementing well, fully and correctly the principle of democratic centralism is the "universal key" to create the strength of the organization; it is a "sharp weapon" to prevent and combat corruption and negativity.
General Secretary Nguyen Phu Trong pointed out that it is necessary to continue to expand and improve the effectiveness of international integration and defense diplomacy in accordance with the spirit of the Politburo's Conclusion on international integration and defense diplomacy until 2030 and the following years, contributing to creating a strategic balance in relations with partners, maintaining a peaceful and stable environment for national development, preventing early and from afar all risks of war and conflict. The army needs to participate more actively and responsibly in United Nations peacekeeping activities, humanitarian assistance, search and rescue, disaster relief, and overcoming the consequences of war; increase the exchange of experiences and mutual learning between our army and the armies of other countries; and organize well the second Vietnam International Defense Exhibition in December 2024.
General Secretary Nguyen Phu Trong suggested focusing on caring for the material and spiritual lives of officers and soldiers, especially those on duty in remote, border and island areas. The work of policies for the rear, activities of "repaying gratitude", searching and collecting martyrs' remains must be carried out well. Advise and propose regimes and policies to adjust the organization of forces and special allowances for the armed forces, ensuring that they are commensurate with the special labor activities of the army...
