Major Pham Van Binh, a warehouse keeper in the Logistics-Technical Department of Brigade 171, Region 2 of the Navy, is a prime example of dedication to his professional duties. Undeterred by difficulties and challenges, Pham Van Binh self-taught welding techniques and designed a system of racks and shelves for storing materials, spare parts, and ammunition boxes, ensuring a scientific approach . He also researched and upgraded the software for classifying and managing technical equipment, linking it to the layout diagrams of materials, weapons, and ammunition in the warehouse, contributing to improving the unit's performance. For his outstanding achievements, from 2020 to 2024, Major Pham Van Binh was awarded the title of "Outstanding Soldier at the grassroots level," and in 2023 he was honored with the title of "Outstanding Soldier of the entire army."

Also a prime example of excellence in performing duties, Major Vu Quang Khanh, Head of the Electrical Department, Ship 182-Hanoi, Brigade 189, Vietnam Navy, is respected by his comrades for his sense of responsibility and creative ability in his work. He and his colleagues have developed 12 training models and 6 technical innovations and improvements that have been applied in training, enhancing the combat readiness of submarines. For five consecutive years, Major Vu Quang Khanh has been awarded the title of Outstanding Soldier at the grassroots level; in 2021 and 2024, he received commendations from the Minister of National Defense ; and in 2023, he was awarded the title of Outstanding Soldier of the entire army.

Major Pham Van Binh and Major Vu Quang Khanh are just two of hundreds of exemplary non-commissioned officers, soldiers, and civilian employees of the Navy. Wherever they are, whatever the circumstances, they always remain dedicated, responsible, and committed to their work, successfully undertaking and completing every mission.

"The sweet fruits" of practical concern.

Recently, the Party Committee and the Command of the Vietnam Navy organized a ceremony to commend outstanding non-commissioned officers, military personnel, and civilian defense workers for the period 2020-2025. More than 120 non-commissioned officers, military personnel, and civilian defense workers were honored, representing the Navy's professional staff – individuals who are always dedicated and responsible in protecting the sacred sovereignty of the nation's seas and islands. To build this strong professional force, the Party Committee and the Command of the Vietnam Navy have consistently provided leadership and guidance, implementing numerous solutions to build, train, and create favorable conditions for these individuals to strive, train, and grow.

To ensure that specialized forces keep pace with the development trends of modern technical equipment, Party committees and commanders at all levels consistently maintain discipline and fully implement all regulations and policies, such as: promotion, adjustment, group transfer, upgrading of salary grades, promotion of military ranks for non-commissioned officers, workers, and defense personnel in accordance with proper procedures; proactively coordinating and requesting local Party committees and authorities where they are stationed to create conditions for allocating land for housing for officers and staff... This is an important motivation for the team of non-commissioned officers, workers, and defense personnel to strive and contribute.

One of the highlights of the Navy is the development, maintenance, and expansion of training and development models for military personnel, including non-commissioned officers, engineers, and defense workers. Examples include: "Specialized officers with excellent foreign language skills"; the "Creative Youth" Club; "A daily teaching of President Ho Chi Minh"; "Regular and exemplary ships"; "Exemplary warehouses and stations"; "Hard work leads to success, diligent effort leads to excellence"... It is from these models that the emulation movement within the specialized forces of the Navy continues to flourish, showcasing its beauty and fragrance in the garden of emulation of the heroic Navy.

According to Colonel Vu Anh Tuan, Head of the Naval Political Department, wherever they are and whatever their position, the non-commissioned officers, engineers, and civilian defense personnel have always upheld the qualities of "Uncle Ho's soldiers - naval soldiers," always dedicated and responsible in their assigned tasks. Throughout their work and missions, many non-commissioned officers, engineers, and civilian defense personnel have strived to overcome difficulties, innovate, and master modern weapons and technical equipment; many have become leading experts in their respective agencies and units.

Since 2020 alone, the entire Navy has had over 1,500 non-commissioned officers, soldiers, and civilian defense personnel commended at various levels; and over 7,200 individuals awarded the titles of "Outstanding Soldier at the grassroots level" and "Outstanding Soldier of the entire army"... This result not only affirms the important contributions of the Navy's non-commissioned officers, soldiers, and civilian defense personnel but also serves as a source of encouragement for them to continue striving and excelling in all assigned tasks.

Upholding the spirit of dedication and responsibility, the officers, soldiers, and civilian employees of the Navy always shine with determination to contribute and aspire to excel, helping to firmly protect the sacred sovereignty of the nation's seas and islands.
