Establishing a new legal framework to promote a sustainable craft village ecosystem.

(HTV) - The Ministry of Agriculture and Environment is seeking feedback on the draft Decree on the sustainable development of rural industries and craft villages. With many groundbreaking changes, the new decree is expected to fundamentally address bottlenecks in capital, technology, and mechanisms for traditional craft villages.

The draft Decree on the sustainable development of rural industries and craft villages is being prepared by the Ministry of Agriculture and Environment to replace Government Decree No. 52/2018. Notably, the drafting committee plans to change approximately 80% to 90% of the content compared to the current regulations. The goal is to thoroughly address bottlenecks in capital, technology, and policy mechanisms for businesses, production facilities, and traditional craft villages.

As part of the drafting process, the Ministry of Agriculture and Environment, in coordination with the Department of Agriculture and Environment of Ho Chi Minh City, organized a workshop in Vung Tau ward to gather feedback on the draft of this new Decree.

The draft of the new Decree is expected to remove obstacles related to capital, technology, and mechanisms for the sustainable development of traditional craft villages.

At the workshop, representatives from localities and management units focused on in-depth analysis of the current livelihood situation in traditional craft villages. To promote the stronger development of these villages, delegates proposed that the drafting committee should clearly define specific support policies for artisans and craft villages after they are recognized. At the same time, detailed guidelines are needed on handling cases where changes in administrative boundaries affect the continuity of traditional crafts.

In addition, many opinions from specialized agencies also suggested incorporating modern management thinking into the draft. Specifically, this includes standardizing new concepts such as: green craft villages, digital artisans, and industry value chains; clearly defining the integrated funding sources from the central and local budgets and preferential credit lines. Furthermore, delegates also proposed adding regulations on post-inspection, policies for training human resources to serve experiential tourism , and developing a national set of criteria for craft village tourism linked to OCOP criteria.
