A significant shift in thinking regarding state management.
According to the Ministry of Public Security , in the context of the strong digital transformation taking place globally, cyberspace has become a crucial environment serving state management, socio-economic development, public service provision, production and business activities, and the lives of citizens.
In this context, the 15th National Assembly passed the Cybersecurity Law of 2025, effective from July 1, 2026. Mr. Nguyen Tien Duc, Director of the Cybersecurity and High-Tech Crime Prevention Department, Ministry of Public Security, stated that the 2025 Cybersecurity Law has many breakthroughs. These include establishing a unified, synchronized, and modern legal framework for state management of cybersecurity. In particular, the state management mindset has undergone a significant shift, from a "handling and mitigating consequences" approach to a "proactive prevention, early detection, and early and remote intervention" of cybersecurity threats.
Notably, for the first time, the concept of "data security" has been established as a central content in cybersecurity law. In the context of data increasingly becoming a strategically valuable asset, the Law has added many regulations to strengthen the protection of personal data, critical data, and core data related to national security; strictly prohibits the illegal collection, buying, selling, and transfer of personal data; and enhances the responsibility of digital service providers in protecting user information and ensuring data security in the online environment.
In addition, the Law also establishes a mechanism for rapid response accountability for digital platforms to enhance the effectiveness of preventing and combating fake news, online fraud, harmful information, and acts that infringe upon the legitimate rights and interests of organizations and individuals in cyberspace.
At the same time, the 2025 Cybersecurity Law also supplements the initial legal framework for the governance of artificial intelligence and emerging digital technologies ; strictly prohibiting the misuse of artificial intelligence and Deepfake to falsify images, voices, or create false information to commit illegal acts. This demonstrates Vietnam's proactive and timely legislative thinking in the face of new challenges arising from digital technology; and affirms the consistent view that technological development must be linked to social responsibility, technological ethics, and the goal of protecting people in the digital environment.
Technological development must go hand in hand with protecting people.
In the context of digital data becoming a core resource of the digital economy, the right to privacy, personal secrets, family secrets, and the right to protection of personal data are increasingly essential. The law strictly prohibits the illegal collection, buying, selling, exchange, and use of personal data; and strengthens mechanisms to protect cyber users from fraud, impersonation, defamation, and infringement of the legitimate rights and interests of organizations and individuals. "It can be affirmed that this is an important step in forming a culture of respect for privacy and protection of personal data in Vietnam," Mr. Nguyen Tien Duc stated.
For children and vulnerable groups, the Law requires digital platforms and businesses providing services in cyberspace to implement appropriate protective measures based on the principle of ensuring safety from the design and operation stages of the system; proactively scan, detect, and block harmful content and information that negatively affects the comprehensive development of children and vulnerable users in the online environment. These regulations clearly demonstrate the humanistic nature and people-centered orientation in the process of building and perfecting Vietnamese law.
Through the 2025 Cybersecurity Law, Vietnam sends a clear message that ensuring cybersecurity is not aimed at restricting human rights, but at creating a safe, stable, and trustworthy digital environment so that all citizens can fully enjoy their legitimate rights and benefits in the digital age.
