The Ministry of Science and Technology affirmed that it will continue to accompany Lam Dong province, directly removing obstacles so that the locality can operate the two-level government effectively, moving towards building a "proactive, people-friendly, and people-oriented administration for the satisfaction of the people".

On August 25, the working delegation of the Ministry of Science and Technology led by Ms. Tran Bich Ngoc, Deputy Director of the Department of Radiation and Nuclear Safety, had a working session with the People's Committee of Lam Dong province to grasp the actual situation of the operation of the 2-level government model, promptly remove obstacles when implementing Resolution 57-NQ/TW, Decree 132/2025/ND-CP and Decree 133/2025/ND-CP.

Impressive digital infrastructure index

According to the report of the Department of Science and Technology of Lam Dong province, from July 1, 2025, after the two-level government model officially came into operation, Lam Dong has proactively and urgently implemented Decrees No. 132 and 133/2025/ND-CP of the Government to ensure unified and synchronous management, without interruption, overlap or omission of tasks.

The Provincial People's Committee has issued many documents, directives, and plans to inspect the operation of the two-level government, clearly assigning responsibilities; proactively mobilizing and supplementing IT human resources to serve digital transformation at the commune level; ensuring technical infrastructure and information systems to serve the smooth and stable operation of the two-level government. At the same time, it has deployed propaganda and dissemination of the Digital Popular Education Handbook (https://binhdanhocvuso.lamdong.gov.vn/) and the Digital Popular Education platform; organized 19 online training courses on operating the administrative procedure settlement system and managing executive documents for more than 11,000 students; opened 6 training courses on AI for 4,100 cadres and party members.

Along with that, the province has effectively issued and managed 12,565 official digital signatures, operated the IOC Smart Operations Center, deployed VNeID applications in healthcare, tax, accommodation, and traffic management; at the same time, promoted cashless payments, digitized civil status, land, social security, and education data. In particular, the administrative document management system has been connected within the province and connected with the national document axis; the online video conferencing system has been completed with 135 bridges, connecting smoothly from the province to the commune, effectively serving the direction and administration work...

Lam Dong's digital infrastructure indicators are impressive with more than 4 million mobile subscribers, a smartphone usage rate of 90.8%, nearly 90% internet connection and 99% of households using fiber optic cables. Currently, Lam Dong has covered all residential areas with 3G/4G/5G mobile broadband network, deployed 282 5G stations; at the same time, connecting 100% of Party and State agencies from the province to the commune to the dedicated data transmission network...

The province also focuses on developing science, technology, innovation and digital transformation. Dak Nong, Lam Dong and Binh Thuan have implemented 4 key investment projects on developing a system of research centers, testing centres and key laboratories with a total capital of over 125 billion VND, of which 3 projects have been completed and put into use. In particular, the province has submitted to the Ministry of Science and Technology for appraisal the Project to establish Binh Thuan High-Tech Park, expecting to become a center for attracting investment in building laboratories, research and development of science, technology, innovation and digital transformation.

In addition to positive results, Lam Dong still faces a number of difficulties and limitations in the process of implementing the two-level government model, such as: Detailed guidance documents have not been fully issued, causing confusion in application, especially in highly specialized fields such as nuclear radiation safety, intellectual property, quality measurement standards, digital transformation; regulations on guidance, management, and monitoring of science and technology activities in communes/wards. In addition, the province still lacks breakthrough mechanisms and policies to flexibly implement the major orientations of the Resolution; new guiding contents such as sandbox, venture investment, and innovation still do not have a specific legal corridor; high-quality human resources in the field of digital transformation are still thin and uneven...

Removing difficulties and improving the effectiveness of the two-level government model

At the meeting, Mr. Vo Thanh Cong, Director of the Department of Science and Technology of Lam Dong province, proposed a number of key contents to remove difficulties such as: Allocating funds for Lam Dong to implement the project "Building a shared provincial geospatial database system"; Appraising and guiding the construction of a High-tech Park; Supporting the province to access national science and technology programs on digital transformation, smart cities, innovation, etc.

At the same time, it is recommended that the Department of Radiation and Nuclear Safety supplement regulations on the management of small-scale radiation equipment (dental X-ray machines, handheld XRFs, etc.); Develop and implement a roadmap for sharing shared data of the Department of Intellectual Property with localities; Soon issue Circulars guiding the positions of civil servants and professional officials specializing in science and technology in agencies and organizations in the science and technology sector and field; The National Committee for Standards, Metrology and Quality provides guidance on the issuance of Certificates of registration for product and goods quality testing activities, etc.

Also on the same day, the delegation visited the Lam Dong Provincial Public Administration Service Center and Duc Trong Commune to work on the operation of commune and ward-level governments; the implementation of the contents that have been assigned authority to commune-level governments in the field of science and technology.

The delegation directly discussed with the operating staff and people using the service, recorded the results achieved at the provincial and communal levels; answered some local questions about the management areas of the Ministry of Science and Technology. The delegation also focused on guiding the implementation of regulations, business processes and sharing practical experiences in implementing decentralization and delegation tasks in accordance with local conditions.

In addition to fully acknowledging the recommendations of the province and communes, the Working Group also committed to continue to accompany and support Lam Dong in improving information technology skills, digital transformation and professional expertise; supporting localities in implementing the 2-level government model; ensuring smooth and effective scientific and technological activities. For some contents beyond the authority, the Group has recorded and summarized to report to the Ministry's leaders and proposed timely solutions. In addition, the Group requested the Department to continue to focus on advising the Provincial People's Committee to effectively perform local tasks that have been decentralized and delegated.

On behalf of the working delegation, Ms. Tran Bich Ngoc highly appreciated the preparation, proactiveness and sense of responsibility of provincial and communal authorities in implementing Decrees 132 and 133. The achieved results have shown the rapid adaptability of the two-level government apparatus, which is a premise for localities to improve the effectiveness of state management of science and technology, better serving people and businesses.

Ms. Tran Bich Ngoc suggested that the province continue to closely follow and effectively implement the contents of state management on science, technology, innovation and digital transformation that have been assigned authority to provincial and communal authorities; continue to have solutions to develop professional and specialized human resources in science and technology; strengthen coordination with relevant agencies; continue to seek guidance and professional support from the Department of Science and Technology...
