BHG - That is the highlight and also the unique feature in implementing the construction of New Rural Areas (NTM) in Vi Xuyen district from 2022 onwards from the policy of building model NTM roads in communes in the area.
To make a breakthrough in building transport infrastructure according to the Resolution of the 17th Provincial Party Congress and the Resolution of the 24th Vi Xuyen District Party Congress, Vi Xuyen District deployed cement support provided by the province and from the district budget to communes and towns in the area to upgrade and renovate roads in the form of the state and people working together: The district supported cement, communes mobilized people to donate land, working days, and funds to concretize dirt roads, upgrade degraded commune roads and inter-village roads; at the same time, launched a socialized emulation campaign to build rural concrete roads in communes and towns to ensure a minimum roadbed width of 3 m, and dirt road shoulders on each side of 0.5 m according to the NTM criteria.

Chairman of Vi Xuyen District People's Committee Hoang Thanh Tinh shared: From the above policy, to continue to launch the emulation movement to build new rural areas among communes and towns. Especially to maintain the activities of communes after the communes meet the new rural standards. Thereby, mobilizing the joint efforts and contributions of the entire political system, especially promoting the coordination, initiative and creativity of the people, to improve the quality of new rural criteria, towards building advanced and exemplary new rural areas. In 2022, the district organized the "Model new rural road" competition, aiming to build roads that both enhance the appearance of the countryside and are highlights and effective directions for propaganda work on building new rural areas in the area.
The model rural roads in Vi Xuyen are evaluated and scored based on 4 criteria: traffic infrastructure and bright - green - clean - beautiful. Accordingly, the traffic infrastructure of the model rural roads must be built from socialized sources or according to the method of "State and People working together", with a total minimum length of 500 m, a minimum road width of 3 m, a dirt roadside width of 0.5 m on each side and a ditch along the road; the competing roads are commune roads, inter-commune roads (in the commune's territory), inter-village roads, residential areas, places with a large population but must ensure that they meet the standards in terms of scale and are regularly maintained. For the bright - green - clean - beautiful criteria: Bright means that the roads must have a synchronous lighting system; green means that trees, flowers, and grass must be planted (according to the strengths and identity of each locality); Clean means the road and alley are clean, without garbage, weeds, wastewater, bad smell, and no clothes are hung along the road; beautiful means when all three criteria of bright - green - clean mentioned above are met, and at the same time people hang national flags, banners, advertising billboards, and political propaganda according to regulations, do not encroach on road corridors, do not post information or advertisements on lamp posts or electric poles; signs, village rules and regulations are installed safely, neatly, aesthetically, and safely for constructions, people, and vehicles.

Tung Ba is considered the leading commune in building "Model New Rural Roads" in Vi Xuyen district. In the 2 times of organizing the contest to select "Model New Rural Roads" in 2022 and 2023 of the district, Tung Ba had 2 roads that won the first and second prizes respectively. To achieve this result, the commune launched a competition to build model new rural roads in villages and hamlets; mobilized the participation of the entire political system, especially promoting the role of mass organizations such as women, youth, farmers, etc. This is also the only commune in Vi Xuyen district to maintain the competition to build model roads between villages in the area from 2022 to present.
Vice Chairman of Tung Ba Commune People's Committee, Vi Huu Quynh, said: Responding to the district's policy, over the past 3 years, the commune has implemented a competition to build model rural roads between villages with the same criteria as the district-level competition. Although some inter-village roads were previously concreted with a roadbed width of only 2.5 m and some households encroached on the roadside to build gates and fences, the commune has mobilized and received support from the people, dismantling and expanding the roadside by 1 m to ensure meeting the criteria, making the rural landscape more beautiful. Therefore, currently, the commune has built 15 model roads in 15/15 villages with a total length of about 15 km.
In addition to the participating routes, other household and inter-village branches in Tung Ba commune are also concerned by local people with environmental sanitation and decoration, planting trees and flowers, and have become a regular and continuous movement, included in the village conventions and village covenants; people voluntarily and proactively clean up daily and weekly...
Traveling on the road from Na Giao village to Phuc Ha village, Tung Ba commune these days of May, we feel like we are back in the Vietnamese countryside of the Northern Delta in the 2000s when the two sides of the road are green areca trees and the rice fields are in harvest time. The road is more than 1km long, concreted, 3m wide, with 0.5m wide sidewalks on each side, planted with hundreds of areca trees and carpets of Chrysanthemums, Five-color flowers... is a regular place for nearly 300 households of the two villages and a place for young people to play every afternoon and students after school.
The head of Na Giao Dan Van Giang village happily shared: Building a model new rural road not only makes the landscape of our village greener, cleaner, brighter, but also strengthens the village and neighborhood ties. Every month, more than 100 households in the village are divided into 4 groups to contribute labor and effort to take care of trees, flowers, and clean the road. If any trees or flowers die, the whole village contributes money to buy seedlings to replant. The road is clean and beautiful, so households are also conscious of keeping their houses and family grounds clean. Some groups of tourists from the lowlands, when visiting and taking photos of our model new rural road, all praise this as a livable rural space.
Vi Xuyen is a low-lying district, the driving force of the province, with socio-economic conditions, intellectual level and internal strength of the people, rural infrastructure, terrain, climate, and soil much more favorable than the highland districts in the North and the West. That is the advantage in building the new rural area of this locality. However, compared to other dynamic districts such as Bac Quang and Quang Binh, Vi Xuyen has many more disadvantages. However, the choice to build "model new rural roads" in Vi Xuyen is considered a method of implementing new rural area construction with its own unique characteristics of the local Party Committee and government, creating a great influence among the people, changing the landscape and rural space compared to other places.
The "Model New Rural Road" in Vi Xuyen and the "Model Residential Area" in Quan Ba are truly unique models of new rural construction for districts and communes inside and outside the province to study and learn from in new rural construction.
